BE IT ORDAINED by the Town Council of the Town of Winslow,
Washington, as follows:
Section l: Whenever, in the judgment of the l~layor or in the event
of his inability to act, the Chairman of the Council' s Public Safety Committee,
determines that an emergency exists as a re.sult of mob action or other' dis-
obedience causing danger of injury to or damages to persons or property, he
shall have the power to impose by proclamation any or all of the following
regulations necessary to preserve the peace and order of the Town of Winslove:
(a) To impose a curfew upon all or a portion of the Town thereby
req~,iring all persons in such designated curfew areas to forev~ith remove them-
selves from the public streets, alleys, parks or other public places; provlded
h~wever, that nurses and ambulance operators performing medical services,
utility personnel maintaining public essential services, firemen~ and city
authorized or requested law enforcement officers and personnel may be exempted
from such curfew.
(b) To order the closing of any business establishments anywhere
within the Tovm for the period of the emergency, such businesses to include.
but not be limited to, those selling intoxicating liquors, cereal malt
beverages, gasoline or firearms.
(C) Designate any public street, thoroughfare or vehicle parking
areas closed to most vehicles and pedestrian traffic.
(d) To call upon reg~,lar and auxiliary law enforcement agencies and
organizations vrlthin or without the Town to assist in preserving and keeping
the peace within the Town of Winslow.
Section 2: The Proclamation of Emergency provided herein shall~e
~ffective upon its issuance and dissemination to the public by appropriate
n~gs media.
Section 3: Any emergency proclaimed in accordance with provisions
of this Ordinance vdll terminate after forty-eight (~8) hours from the
issuance thereof, or upon the issuance of a proclamation determining that
an emergency no longer exists, whichever occurs first; provided, however, that such
emergency may be extended for such additional periods of time as determined
necessary by resolution of the governing body.
Section ~: Any personwho shall willf~]]y fail or refuse to comply
with the orders of duly authorizedlaw enforcement officers or personnel charged
vdth the responsibility of enforcing the Proclamation of Emergency herein shall
be deemed guilty of a misdemoanor~ and upon conviction thereof shall be punished
by a fine of not more than Five Hundred Dollars ($~00) or by imprisonment in
jail for a period of not to exceed six (6) months, or by such fine and imprison-
ment.
Section ~: That an emergency exists affesting the public peace,
health and safety of the citizens of the Town of Winslow, and this Ordinance
shall take effect immediately. following passage and publication.

I, ., Mayor of the Town of Winslow,
by virtue of the power vested in me by the provisions of Ordinance No.
, do hereby declare and determine that due to mob action and
civil disobedience, a state of emergency exists within the Town of Winslow:
And I do hereby, order and direct the following emergency regulations
to be effective, to-wit:
1. A curfew is ordered from o ' clock to
o wclock for the area located
and all persons not law enforcement officers and personnel, fir men and
shall be off the streets and away from the public places during the period
of said curfew.
2. The follc~ving businesses are hereby ordered closed:
(A) Taverns
(B) Retail and ~Tholesale Liquor Establishments
(C) Gasoline Service Stations
(D) Any Establishments Selling Firearms or Ammunition
3. All regular police and firemen are hereby ordered to report
for duty immediately.
THIS PROCIA]~I~TION shall be effective immediately and shall extend
for a period of forty-eight (48) hours.
