ORD 70-03 EMERGENCY AUTHORIZING EXPENDITURES""~~ ~ ORDINANCE N0. 70-3 ''" AN EMERGENCY ORDINANCE DECLARING AN EMERGENCY AUTHORIZING THE EXPENDITURE AND PROVIDING FUNDS THEREFOR. {"'w WHEREAS, the damage to the City's Streets and Water System resulting from the unusually severe storms of the 1968/1969 winter, is considered a nondebatable emergency, as defined in R.C.W. 35A.33.080. requiring immediate restoration, and WHEREAS, the damage to the city's water system consisted of complete loss of the water source known as the un-named creek located at the Head of the Bay reclaimed only by extensive rebuilding of the headworks, and, WHEREAS, a high percentage of the City's Arterial and access streets were damaged with approximately 2 (two) miles of streets requiring rebuilding, and WHEREAS, due to the extensiveness of the work required it was considered in the best interests to rebuild on a per- manent basis in line with today~s standards, thus requiring relocating, establishing new grades and proper ballasting, thus imposing engineering and surveying expense in excess of normal requirements and, WHEREAS, such expenditures could not reasonably have been anticipated at the time of adopting the 1969 Budget, NOW THEREFORE, BE IT ORDAINED, by the Council of the City of Winslow, Washington, as follows: THAT AN EMERGENCY EXISTS. That expenditures from the Water Fund in the amount of $4800. is hereby authorized in excess of appropriations of the 1969 Budget and shall be paid from moneys of that Fund not previously appropriated. That expenditures from the Arterial Street Fund in the amount of $3100. is hereby authorized in excess of appropriations of the 1969 Budget and shall be paid from moneys of that Fund not previously appropriated. That expenditures from the Street Fund in the amount of $6100. is hereby authorized in excess of appropriations of the 1969 Budget and shall be funded from moneys of that Fund not previously appropriated, together with loan from the Current Expense Fund in the amount of $5000.
