RES NO. 2017-19 ADOPTING THE BAINBRIDGE ISLAND OPEN SPACE STUDYRESOLUTION NO. 2017-19
A RESOLUTION of the City Council of Bainbridge Island, Washington,
adopting the Bainbridge Island Open Space Study (2008).
WHEREAS, in 2007 the City was preparing for a periodic update of its Comprehensive
Plan that was to be completed by 2012, but the State delayed that periodic update until
2016; and
WHEREAS, in 2007 a then citizen advisory group, the Mayor's 2025 Growth Advisory
Committee, was considering different growth strategies for the City's Comprehensive
Plan and sought a comprehensive open space inventory to determine what areas should
be identified for conservation instead of growth; and
WHEREAS, the Bainbridge Island Open Space Study work coincided with two other
community open space efforts: 1) the City's Open Space Commission, which reviewed
properties for the City to buy as open space; and 2) the Bainbridge Island Metropolitan
Park and Recreation District, which was reviewing options for increasing parks in the
Winslow area and undertaking a comprehensive plan update; and
WHEREAS, the Bainbridge Island Open Space Study was completed in 2008 and
included an inventory of important Island natural resources and recommendations for
additional programs, public education and outreach, incentives, and an improved Transfer
of Development Rights program; and
WHEREAS, the City Council discussed the Bainbridge Island Open Space Study at a
workshop on October 8, 2008, and formally accepted the Study on November 12, 2008,
via a unanimous vote of approval of a motion to accept the Study and to authorize work
related to the Study; and
WHEREAS, several recommendations from the Bainbridge Island Open Space Study are
still relevant and have not been implemented; and
WHEREAS, the Council Tree and Low Impact Development Ad Hoc Committee has
recommended that the Bainbridge Island Open Space Study should be adopted by the
City Council to promote implementation of Study recommendations; now, therefore,
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND DOES
RESOLVE AS FOLLOWS:
Section 1. The Bainbridge Island Open Space Study (2008) is hereby adopted. The City
will review Study recommendations and work toward implementation of those
recommendations through review of the City's transfer of development rights regulations,
program development, and public outreach.
