I cannot be present at today's hearing due to work demands, but I asked that my husband read my
letter for the proceedings. As my husband indicated at the last hearing, we are not so naive to believe
that the land will go undeveloped. However, we would want to see the best use of the property to fit
the neighborhood, protect some of the natural vegetation/trees, and not cause harm to the neighboring
Pro ertrs. It is important to retain the neighborhood's quality and property values.
Any development would have to be able to use the existing access roads which are, for the most part,
one lane dirt roads. These roads are almost always full of pot holes and worn by water run-off and the
traffic that is already using them. The City of Bainbridge has previously indicated that funds are limited
or don't exist to improve the road. I find it very frustrating to have the City bless this project and.yet not
commit the funds required to support the roads and drainage infrastructure.
As a homeowner directly south of the property, we are extremely concerned about:
I. Water: Additional water runoff- we are in the lower part of the swale and our septic drain field
abuts the property's edge. The road already carries water from up on the high part of Hyla
about a half mile from our home. There is no exit point from this water once it gathers in
drainage areas by us and our neighbors. We can't absorb any more run off created by smooth
surfaces and lack of vegetation on the proposed development.
2. Access: Hyla is narrow with large trees alongside the road that further limit traffic. Larger
delivery trucks can barely make it, I am not sure how difficult it would be to get fire trucks back
into the development. Hyla is not maintained except for a grading every fall (if we are
lucky) ... or every other year. The grading lasts for about two months when the fall/winter rains
play havoc on the surface again and we are back to huge pot holes. Some of us neighbors have
tried to fill in holes on our own, but adding another half dozen cars to mix won't help.
3. Traffic: Hyla winds and changes elevation as it goes from Beachcrest to Valley. The road -is used
frequently by walkers, kids on bikes, people with dogs, scooters, and joggers. Some drivers are
aware of the limited sight along Hyla and Beachcrest, others are not. There are times I have had
to scramble to get my two dogs and myself off into the bushes to avoid getting hit on a blind
