Lisa,
I'm familiar with this document. The comment cited in the brief, while accurate is not really applicable to this
location. As fire units arrive on a scene they park their apparatus in such manner as to block traffic to provide for
firefighter safety. On a road such as Sunrise or Hyla, law enforcement would also work closely with the incident
commander to insure that all traffic flow was stopped in a manner that provided for firefighter safety.
The comment referring to the lack of hydrants compounding the danger is discounted for the reasons listed above.
The comment that 17% of firefighter deaths were caused by being struck by objects is accurate however, the statement
that "Most, if not all of these incidents were firefighters being struck by vehicles while directing traffic or otherwise
responding on scene with ongoing traffic activity." is incorrect. Of the 18 deaths reported (17%), nine of these were the
result of an explosion, three were killed by falling trees at wildland fire incidents and one was killed by another fire
department vehicle and another was killed in a non-fireground incident. The remaining four were struck by vehicles on
roadways.
