The applicant proposes to subdivide one parcel totaling 3.4 acres into 7 lots. The property is
located south of the south end of Sunrise Drive and north of Hyla Avenue.
The development engineer has reviewed the above land use proposal for subdivision. A
Certificate of Concurrency has been issued by the development engineer.
The subdivision conforms to the requirements of BIMC Chapter 17 and the standards in the
COBI Design and Construction Standards and Specifications. The development engineer
l recommends approval of the subdivision application with the following conditions:
J GENERAL
1. Civil construction will be required before building permits shall be issued. No
building construction shall be started prior to civil construction is completed or
bonding established. Civil construction plans and profiles for all roads, storm
drainage facilities, sanitary sewer and water facilities and appurtenances for each
project stage, prepared by the developer's engineer shall be submitted to COBI for
review and approval.
2. As -built civil construction plans will be provided by the applicant prior to final
subdivision approval.
STORMWATER
3. A Stormwater Pollution Prevention Plan (SWPPP) is required prior to building and
civil construction activities. Stormwater quality treatment, erosion and sedimentation
control shall be designed in accordance with BIMC15.20. The submittal documents
shall be prepared by a civil engineer licensed in the State of Washington.
4. Prior to any construction activities, the applicant shall apply for a Department of
Ecology General stormwater Construction Permit. Any jobsite one acre or greater in
size must comply with NPDES Phase II Department of Ecology requirements by
applying for this permit.
5. Prior to final plat submittal, the applicant shall submit an operation and maintenance
plan for the on-going maintenance of the storm drainage system.
6. All on-site stormwater facilities shall remain privately owned and maintained. The
owner shall be responsible for maintenance of the storm drainage facilities for this
development following construction. Annual inspection and maintenance reports
shall be provided to the City. A Declaration of Covenant for stormwater system
operation and maintenance will be required to be recorded before final plat submittal.
The approved language for the Declaration of Covenant is found in BIMC Chapter
15.21, Exhibit A.
7. At the time of Building permit Application for the individual lots, demonstration of
compliance with applicable stormwater management requirements shall be required
in accordance with BIMC 15.20. This not shall be listed on the face of the final plat.
TRAFFICAND ROADS
8. The developer's engineer shall certify that there is adequate entering sight distance at
the site entrances and within the access driveways. Such certification shall note the
minimum required sight distance, the actual sight distance provided, and a sight
distance diagram showing the intersection geometry drawn to scale, topographic and
landscaping features, and the sight triangle. The sight distance shall meet the
requirements of the COBI Design and Construction Standards.
9. Transportation facilities shall be reviewed and approved by fire officials during the
civil construction design.
UTILITIES
10. It shall be the responsibility of the applicant to verify the adequacy of the proposed
water main to meet fire flow requirements pursuant to the City of Bainbridge Island
Municipal Code 13.10.065. Fire flow requirements to neighboring property must be
maintained. Plans and calculations showing how this level of pressure will be
maintained will be provided to the city.
11. The applicant and the water service provider, Kitsap PUD, shall verify that the
proposed water main extension provides for future extension to other properties
within the service area.
OTHER
12. All lot corners shall be staked with three-quarter inch galvanized iron pipe and locator
stakes. A survey of the property must be completed and submitted with the final plat
application.
13. A right-of-way (ROW) construction permit will be required prior to any construction
activities within the right-of-way. The ROW permit will be subject to separate
conditions and bonding requirements.
14. A binding Water Availability Commitment is required prior to building permit
issuance.
In lieu of completion of improvements with conditions of a preliminary subdivision approval,
the City may accept an assurance device, other than a bond, in an amount and in a form
determined by the City. The assurance device must secure and provide for the actual
construction and installation of the improvements or the performance of the conditions within
one year, or such additional time as the City determines is appropriate after final plat

l approval. In addition, the City shall require an assurance device, including a bond, securing
J the successful operation of improvements for one year after city's acceptance of the
improvements; provided, that the city council may, upon recommendation of the City
engineer or the director, extend the term of the assurance device for up to two years for
improvements that will not demonstrate compliance with construction or installation
requirements within one year.
These are the recognized issues related to the review package in possession of the City as of
the date of this memo. The applicant is required to adhere to all Planning/Building
Department findings, City of Bainbridge Island Municipal Code and Design & Construction
Standards, State and Federal Law and good engineering and survey practices where
applicable. Any recognized deviation from these requirements will require correction by the
Applicant, regardless of the approval status of plans or construction status. Any revisions of
these plans, specifications or calculations require the affixed Surveyor's or Professional
Engineer's seal of a surveyor or engineer (as applicable) licensed in the State of Washington,
and subsequent review of the plans and revisions by the City of Bainbridge Island.
