ORD 72-05 WATER RATES CITY OF WINSLOW
ORDINANCE NO. 72- 5
AN ORDINANCE establishing water rates for the municipal water
supply system of the City of Winslow; providing for the sale
of water; fixing the price thereof and the price of installa-
tion; adopting rules and regulations applicable thereto; and
repealing Ordinances No. 16, No. 73, No. 65-11 and No. 65-].
WHEREAS, the City of Winslow o~t~s and'operates a municipal
water supply system by which it supplies water to the iT~abitants
of the City and surrounding residents; and
WHEREAS, the municipal water supply system is in need of
additional facilities for additional storage of water and to con-
tinue to provide service to the inhabitants of the City and
surrounding residents; and
WHEREAS, the City has declared its intention to proceed with.
the construction project which'.will require the City to borrow money
to finance such construction for the necessary improvemen't and
upgrading of its existing municipal water supply system; and
WHEREAS, to insure the saleability of its revenue bonds and
to meet parity conditions contained in the basic water revenue
bond ordinance, the City must establish rates and charges which will
enable it to generate revenue equal to 150% of the average annual
debt service over the life of the existing revenue bonds and the
new issue of revenue bonds; and
WHEREAS, the existing revenue to be generated from the exist-
ing rates and charges will be insufficient to allow th.~ City to
perform this necessary construction so that an increase in rates
and charges is essential, now, therefore,
BE IT 0RDAINED by the City Cou'ncil of the City of Winslow,
Washington, as follows:
1. Any property owner applying for service shall make
written application therefore and shall pay as follows: $100.00
for each three-quarter inch (3/4") connection; for sizes larger
than three-quarter inch (3/4") there shall be paid such excess
above the minimum of $100.00 as is represented by the actual cost
of labor and material plus ten percent (10%) for overhead.
2, In all instances where it is necessary to open a paved
or oiled street at any time following the initial main installation,
the charge shall be the actual cost of labor and material plus ten
percent (10%) overhead in addition to the minimum stated in Para-
graph 1 hereof.
3. All use and service for water shall be furnished and measured
by meter and shall be charged and paid for at meter rates. All
meters shall be and remain the property of the City of Winslow.
There shall be a monthly meter rental charge for service through meters
one inch or larger as follows:
One inch $2.75 Two inches $11.00
One and 1/2 inch 6.88 Three inches 18.75
There shall be no distinction made between commercial and domestic
users. The amount of water used shall govern the charge to be made
over and above the minimum rate.
4. All use and service for water shall be governed by and subject
to the regulations of the Water Department of the City of Winslow,
which said regulations were adopted by Resolution at a regular
meeting of the Town Council on September 16, 1952 and is hereby re-
adopted by this reference and amended by Ordinance No. 70-19 adopted
October 5, 1970 and which by this reference thereto are made a part
hereof as though set forth herein. Further regulations may be adopted
by the Water Superintendent, subject to the approval of the City
Council, which are not inconsistent with the terms of this Ordinance.
A copy of such rules and regulations whall be on file and available
for public examination at the office of the Water Department. Failure
to comply with rules and regulations shall be deemed a violation
of this ordinance.
5. The rates for the use of water per month shall be as follows:
All water shall be furnished and measured by meter and shall be
charged and paid for at the following rates:
(a) 0-600 cubic feet - one to three units inclusive;
there shall be a minimum service charge of $5.50 per meter
per month.
Four units or more (including mobile home parks and apart-
ment houses) - there shall be a minimum service charge of
$4.00 per month per occupied unit. These users shall not
be subject to the monthly meter rental charge.
(b) 601-2000 cubic feet - 40¢ per 100 cubic feet
(c) Above 2000 cubic feet - 30¢ per 100 cubic feet
These rates shall apply in~ide !~.hc City limits of Winslow and t<,

Special or commercial 'use not specifically set forth herein
~!a~l be ~overned by co~I~tract ~o be entered into between. the use~
and the City Council.
6. All cross connections with any other water systems, whether
public or private are prohibited unless such systems and connec-
tions are approved by the State Department of Health and the City
Council. Violation of this section will be sufficient cause for
immediate discontinuance of the City's domestic water service to
the premises served by said cross connection.

7. The charge for flat or metered fire service shall be a
"ready to serve" charge. The "ready to serve" charge for each
fire hydrant installed shall be the sum of $3.00 per month per
hydrant.
8. All charges, for installation of service and charges for
water used, including minimum monthly rate,shall be charged against
the property to which it is furnished and shall become a lien
against said property. No change of ownership or occupation shall
affect the application of this section.
9. Each and every violation of any of the provisions of this
Ordinance or the rules and regulations herewith adopted in accord-
ante herewith, shall constitute an offense against the City of
Winslow and any person found guilty of such offense, shall, upon
conviction, be fined in any sum not exceeding One Hundred Dollars
( $100.00 ).
10. All ordinances or parts thereof in conflict with this
ordinance are hereby repealed including specifically Ordinance
No. ]6, adopted September 16, 1952, Ordinance No. 73, adopted
January 6, 1959, Ordinance No. 16, adopted .July 5, 1955, Ordinance
No. 65-1, adopted February ~6, 1965 and Ordinance No. 65-11,
adopted October 18, 1965.

March, 1972 ·
