AN ORDINANCE PROVIDING FOR TELEPHONE ANSWERING/
POLICE DISPATCH SERVICE TO THE CITY OF WINSLOW
BY THE KITSAP COUNTY FIRE PROTECTION DISTRICT
NO. 2 AND PROVIDING FOR PAYMENT AND TERM FOR
SAID SERVICE.
Be it ordained by the Council of the City of Winslow, Washington,
as follows:
WHEREAS:
1. The Fire Department has 24 hour, round-the-clock dispatching
personnel and facilities;
2. The Fire Department has trained and experienced dispatchers
(in the event of emergencies);
The Fire Department receives many emergency calls and
automatically will contact the Kitsap County Sheriff's Office
and the Winslow Police Department~ in cases when the Winslow
Police Department should be involved;
Joint facilities save duplication of manpower, personnel,
equipment and at savings to tax paying public. Both the
Fire Department and Police Department represent the public
in Winslow and on Bainbridge Island;
The Fire Department has better radio and communications
facilities with more automatic and instantaneous replies,
contacts and communications. For example, when the Fire
Department contacts Kitsap County Sheriff's Office the Fire
Department monitors the County's transmission with Winslow
and can verify the correctness of the information;
Proper dispatching requires extensive information such as
property number for exact locations, cross index of telephone
numbers, numerical order of telephone numbers and alphabetical
cross references and master files, etc.;
NOW, THEREFORE ,
Section 1. That the City of Winslow hereby approves, authorizes
and directs' its mayor to execute that certain proposed Police Dis-
patching contract dated June 19, 1972., with the Kitsap County Fire
Protection District No. 2, which proposal is generally approved and
attached hereto and incorporated by reference as though fully set
forth herein.
Section 2. The term of the contract between the City of Winslow
and the Kit~p County Fire Protection District shall be one (1) year,
beginning July 1, 1972, and concluding June 30, 1973; the contract may
be terminated by either party, on receipt of ~-'-," (_~)days notice
in writing. ~
Section 3. Total answering coverage to be twenty-four (24) hours
per day and seven (7) days per week.

Section 4. Cost of all equipment and the installation and
maintenahCe'"'r~quired to perform this service shall be born by the
City of Winslow, including monthly telephone line charges.
Section 5. Kitsap County Fire Protection District No. 2 shall be
absolved"fr~m"'any civil suits or charges brought against the City, by
performance of this service.
Section 6. The rate of charge for the service is agreed to be
the su~ 6f'"Tw0 Hundred ($200.00) Dollars per month, payable quarterly
by the City of Winslow to the Kitsap County Fire Protection District No. ~
Section 7. The answering service rendered by Kitsap County Fire
ProtectiOn'DiStrict No. 2 on behalf of the City of Winslow Police
Department shall faithfully accept, record and relay all calls and
complaints coming in on the City line, and the first response by the
duty watch shall be the words "Winslow Police Dispatcher" and such person
shall be required to use reasonable patience, tact and dispatch in the
handling and referring of all such calls and complaints.
