An Ordinance Declaring an Emergency and
Authorizing Expenditure Therefor
WHEREAS, new multi family residential construction and increased
commercial activity has increased the demand on the water system, and
~HEREAS, such increase is reflected in an increase in labor costs,
power, mainte~nace and,
~.LEREAS, the increased rate schedule which became effective
March l, 1972 increased the amount due the State for excise tax, and
WHEREAS, the growth of the water system warranted a more effective
accounting system which was installed during the year, and
T~HEREAS, these increased expenditures could not reasonable be
anticipated at time of establishing the 1972 budget.
NOW THEREFOR BE IT ORDAINED by the Council of the City of Winslow,
Washington as follows:
l o That an emergency exists.
2. That an emergency appropriation over the 1972 budget is here-
with appropriated in the sum of $2,500. distributed to salary, wages and
Personnel benefits $1,250, State Utility tax $750, power $500.
3. That this appropriation shall be from increased revenue not
previously allocated.
The above are considered emergency expenditures under RCW 35A, 33,
090 with first reading of this ordinance made in regular session of the
Council of the City of Winslow, Washington on the 18th day of December,
1972 and final consideration and adoption on January 2nd, 1973.
PASSED by unanimous vote of the City Council and approved by its
