AN ORDINANCE REQUIRING THE PREPARATION
AND FILING OF ENVIRONMENTAL IMPACT
STATEMENTS FOR ALL SUBSTANTIAL DEVELOP-
MENTS WITHIN THE CITY OF WINSLOW OR
ITS JURISDICTIONAL AREA
WHEREAS, Section 3, paragraph (c), of RCW 43.21C
(State Environmental t~licy Act) requires that the City shall
include in every recommendation or report or proposals for
legislation and other major actions significantly affecting
the quality of the environment, a detailed statement by the
responsible official on:
(i) the environmental impact of the proposed
action;
(ii) and adverse environmental effects which cannot
be avoided should the proposal be implemented;
(iii) alternatives to the proposed action;
(iv) the relationship between local short-term uses
of man's environment and the maintenance and enhancement of long-
term productivity; and
(v) any irreversible and irretrievable commitment
of resources which would be involved in the proposed action should
it be implemented; and
WHEREAS, the City deems that it shall be the res-
ponsibility of the developer or initiator of any request con-
stituting a substantial development to prepare a proposed
environmental impact statement;
NOW, THEREFORE, the City Council of the City of Winslow
do ordain that every request, petition or application for any
legislation or other major actions significantly affecting the
quality of the environment which are filed with the City of
Winslow shall include with such application or request a proposed
environmental impact statement which shall be prepared in
accordance with the guidelines set forth in RCW 43.21C.030
and any amendments thereto or regulations supplementing such
legislation issued by the State of Washington or any branch
thereof.
