RES NO. 2019-01 TO UPDATE THE CITY FEE SCHEDULERESOLUTION NO. 2019-01
A RESOLUTION of the City Council of Bainbridge Island,
Washington, amending the City's Fee Schedule to reflect
previously -approved changes to the Fee Schedule or recent changes
imposed by outside governmental bodies.
WHEREAS, the City of Bainbridge Island periodically updates the Fee Schedule to
reflect City Council actions and the actual cost to the City of various services in accordance with
state law; and
WHEREAS, the U.S. Federal Bureau of Investigation has increased its fee for concealed
pistol permits by $1.25 from $12.00 to $13.25; and
WHEREAS, outdoor burning permits are processed by the Bainbridge Island Fire
Department (BIFD) and the Fee Schedule needs to reflect a recent decision between the City and
the BIFD to not charge for these permits; and
WHEREAS, the City collects and remits to the Washington State Building Code Council
(SBCC) building permit fees and the SBCC has increased its fees; and
WHEREAS, changes to land clearing permits as a result of Resolution No. 2018-35
necessitate the removal of the no charge land clearing permit from the Fee Schedule; and
WHEREAS, the City's Storm and Surface Water Management (SSWM) fee is increased
from $184.00 to $190.07 per impervious surface unit (ISU) in accordance with Ordinance No.
2017-22, which increased the City's SSWM fee by the June -June CPI -U for the Seattle -Tacoma -
Bellevue area in each year from 2018 through 2022; and
WHEREAS, the City's Fee Schedule needs to be updated to reflect these recent changes
in fees.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE
ISLAND, WASHINGTON, DO RESOLVE AS FOLLOWS:
Section 1. Section 6. PERMITS (Except Building & Planning) of the City's Fee Schedule
is hereby amended as follows:
CONCEALED PISTOL LICENSE (first time application) $48.00 $49.25
(RCW 9.41.070(5); Resolution No. 2017-01 • Resolution No. 2019-01_)
$18.00 is the City's share; $18.00 goes to the State; Q'� $13.25 goes to the FBI
Section 2. Section 8. FIRE AND INSPECTION FEES of the City's Fee Schedule is
hereby amended as follows:

OUTDOOR BURNING PERMITS
(Ordinance No. 2000-27, Resolution No. 2001-28 Resolution No. 2019-01)
All fires must comply with all applicable Washington State laws and regulations.
The property owner is responsible for payment of all permit fees.
Agricultural fires
On land designated by the City or Kitsap County as agricultural land No Charge
All other locations $70.00 No Charge
Firefighting instructional fires No Charge
Recreational fires greater than three feet diameter $70.00 No Charge
Recreational fires less than three feet diameter no permit required
Storm or flood debris burning $70.00 No Charge
(may be waived in times of emergency)
Section 3. Section 9. BUILDING AND PLANNING FEES of the City's Fee Schedule is
hereby amended as follows:
BUILDING FEE (SBCC) $4:59 $6.50 for the first unit, plus (Ordinance No. 92-241
Resolution No. 2019-01) $2.00 for each additional unit. Commercial projects permitted
under the IBC or IBBC $25.00. This fee is remitted to the State of Washington and funds
studies on building activity.
Section 4. Section 11. UTILITY FEES, Subsection C. STORM AND SURFACE
WATER FEE of the City's Fee Schedule is hereby amended as follows:

Storm and Surface Water fees are billed on property tax bills.
CHARGE PER IMPERVIOUS SURFACE UNIT (ISU) $194.00 $190.07 annually
Section 5. This resolution will take effect immediately upon passage.
