RES NO. 2019-19 FLETCHER BAY SPEED LIMIT REDUCTIONRESOLUTION NO. 2019-19
A RESOLUTION of the City of Bainbridge Island,
Washington, lowering the speed limit on a portion of Fletcher
Bay Road from 35 mph to 25 mph.
WHEREAS, the City Council and City staff receive numerous requests each year to
evaluate speed limits on Bainbridge Island roads; and
WHEREAS, the City Council has the authority to set speed limits on Bainbridge
Island roads; and
WHEREAS, in 2016, the Non -Motorized Transportation Advisory Committee
proposed that the City adopt maximum speed limits island -wide on Bainbridge Island to
enhance safety for non -motorized transportation modes; and
WHEREAS, Resolution No. 2016-08 was adopted by the City Council at its March 8,
2016 meeting, resulting in speed limits of 25 mph in densely -zoned and developed areas and
designated residential roads, and speed limits of 35 mph in less -densely zoned areas and roads
designated as collectors and arterials; and
WHEREAS, Fletcher Bay Road is classified as a secondary arterial road in
accordance with the City's adopted Island -Wide Transportation Plan; and
WHEREAS, at the April 9, 2019 City Council business meeting, the Council
considered a petition from a group of citizens requesting to lower the speed limit on Fletcher
Bay Road (from New Brooklyn to High School Road) from 35 mph to 25 mph; and
WHEREAS, the City Council considered the public comments received from the April
9, 2019 business meeting and directed staff to prepare a resolution lowering the speed limit from
35 mph to 25 mph on Fletcher Bay Road from New Brooklyn Road to High School Road; and
WHEREAS, at the April 17, 2019 Island Center Subarea Planning Committee
meeting, the Committee considered the request to lower the speed limit on Fletcher Bay
Road (from New Brooklyn to High School Road) from 35 mph to 25 mph and endorsed the
request; and
WHEREAS, the City Council is the Local Agency with authority to establish
maximum speed limits in accordance with Chapter 308-330 WAC and Chapter 46.61 RCW.
NOW, THERFORE, THE CITY COUNCIL OF THE CITY OF
BAINBRIDGE ISLAND DOES RESOLVE AS FOLLOWS:
Section 1. In accordance with the Washington Model Traffic Ordinance, Chapter 308-
330 WAC adopted by BIMC 10.04.010, and the Manual on Uniform Traffic Control Devices
("MUTCD"), the City Council establishes that the speed limit be lowered on Fletcher Bay Road
from New Brooklyn Road to High School Road from 35 mph to 25 mph.
Section 2. This resolution shall take effect immediately after its passage.
