RESOLUTION NO. 2019-23
A RESOLUTION of the City Council of Bainbridge Island, Washington,
adopting a vehicle license fee rebate program for income-qualified
residents related to the increase in the vehicle license fee adopted by
Resolution 2019-08.
WHEREAS, on August 22, 2012, the City Council adopted Ordinance No. 2012-
14, establishing the Bainbridge Island Transportation Benefit District; and
WHEREAS, RCW 36.73.065 authorizes a transportation benefit district to
impose, by majority vote of the district’s governing board, a fee of up to $40.00 if a
$20.00 vehicle fee has been imposed for at least twenty-four months; and
WHEREAS, on January 9, 2013, the Bainbridge Island Transportation Benefit
District adopted TBD Resolution No. 2013-01, establishing a $20.00 vehicle license fee
in accordance with RCW 36.73.065; and
WHEREAS, on December 1, 2015, the City Council adopted Ordinance No.
2015-31, assuming the rights, powers, functions, and obligations of the Bainbridge Island
Transportation Benefit District in accordance with Chapter 36.74 RCW; and
WHEREAS, in accordance with RCW 82.80.140, the new vehicle license fee
may not be collected until six months after approval of the increase by the City Council;
and
WHEREAS, on January 22, 2019, the City Council adopted Resolution No.
2019-08, increasing the vehicle license fee from twenty dollars to thirty dollars to provide
funding for the purposes outlined in Resolution No. 2019-06; and
WHEREAS, the City Council finds it to be in the best interest of the City to
create a vehicle license fee rebate program for income-qualified residents, who may
apply for a rebate of the increase in the vehicle license fee approved by Resolution No.
2019-08.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE
ISLAND DOES RESOLVE AS FOLLOWS:
Section 1. Rebate Program Created. A vehicle license fee rebate program is
hereby established, to be administered by the City’s Finance Director in accordance with
this resolution.
Section 2. Eligibility. The program is available to income-qualified residents who
own vehicles registered on Bainbridge Island with a vehicle license fee renewal date of
August 1, 2019, or later. Residents are considered income-qualified if the annual
household income for all persons 18 years or older living in their residence is $40,000 or

less. To demonstrate eligibility for the rebate, residents must submit proof of income,
such as a copy of last year’s Federal Income Tax Statement or a copy of a Social Security
Statement for income.
Section 3. Rebate. If eligible, residents may apply for a rebate of the increase in
the vehicle license fee approved by Resolution No. 2019-08.
Section 4. Implementation and Interpretive Authority. The City’s Finance
Director is authorized to promulgate rules to implement the vehicle license fee rebate
program established by this resolution. To that end, the City’s Finance Director is
authorized to issue official interpretations arising under or otherwise necessitated by this
resolution.
Section 5. Effective Date. This resolution shall take effect immediately and shall
remain in full force and effect until January 22, 2023.
