ORD 74-22 CITY WATER SUPPLYORDINANCE 74-22 AN ORDINANCE DECLARING AN EMERGENCY IN THE CITY'S WATER SUPPLY, AND AUTHORIZING THE EXPENDITURE OF NOT OVER $9,363.60 TO ACQUIRE AND DEVELOP A NEW WELL. WHEREAS, the two wells at the City's Head of the Bay site will not produce water at their previous rates and in sufficient quantity to meet peak summer demand, and WHEREAS, the Kitsap County P.U.D. drilled a test well in the vicinity of the Head of the Bay well site, and will not use it for a production well, and WHEREAS, the Kitsap County Commissioners leased the test well and site to the City of Winslow on September 9, 1974, for use to increase the City's water supply, The City Council of the City of Winslow, Washington do ordain as follows: 1. An emergency exists 2. T~e expenditure from unappropriated money in the Utility Fund is authorized to cover the following three steps to bring the well into production. (a) Pay $1,022.50 to the Kitsap County P.U.D. for their cost of materials left in the test well. (b) Negotiate a contract with Robinson & Noble for not more than $4,154.22 to develop the test well for production use. (c) Negotiate a contract with the first available and reputable mechanical contractor for not more than $4,186.88 to install a City owned pump, and to provide piping, electric power, and controls to con- nect the well to the City's water supply system at the Head of the Bay. The above are considered a public emergency necessary for the protection of public health for the citizens of the City of Winslow. The first reading of this Ordinance at regular session of the City Council on October 7, 1974, and final consideration and adoption on ~.~_~~, 1974.
