ORD 78-16 INCREASE IN WATER SYSTEM PARTICIPATION FEESORDINANCE NO. 78 - 16
AN ORDINANCE OF THE CITY OF WINSLOW AMENDING
ORDINANCES 74-16, 76-4, and 78-05 PROVIDING FOR
AN INCREASE IN WATER SYSTEM PARTICIPATION FEES.
The City Council of the City of Winslow do ordain as
follows'
Section 1. Section 1 of Ordinance 78-05 is hereby
amended to provide as follows:
4. Sewer and water connections. All sewer and
water service connections shall be made by authorized
employees and/or agents of the City of Winslow. The
charge for such connections shall be comprised of the
cost of labor, materials, plus 25% for engineering and
administrative expenses. In addition, there shall be
charged a system participation fee of $700 for each new
facility desiring to hook-up to the water system and a
charge of $200 for each new facility desiring hook-up to
the sewer system. In the event that the new facility
consists of more than one dwelling unit, business unit
or combination of dwelling and business units, a system
participation fee of $700 for water and $200 for sewer
shall be assessed for each such unit for the utility
system to which the new facility desires to hook-up.
All excavating, pipe laying, backfilling and replace-
ment of roadway or sidewalks will be done by City personnel
or, except for the actual connection to the City water or
sewer system, by licensed plumbers or contractors upon
permits issued by the City Engineer. In the event any
such work is accomplished by other than city personnel,
such work must be periodically inspected and approved by
the City before backfilling the trench. The inspection fee
therefore shall be $25.
In those instances where in the judgement of the City
Engineer a backflow protection device is required in order
to comply with the State Board of Health Regulations, the
City may require said device to be installed and the cost
thereof to be paid by the customer.
The property owner or a licensed contractor hired by
the property owner shall construct his part of the side
sewer on his property, but inspection and approval by the
City Engineer must be obtained before backfilling or use.
All charges described in this subparagraph 4 shall be
subject to automatic annual adjustment on January 1 of each
year based on the Consumer Price Index for November of the
preceding year as reported in "Economic Indicators" prepared
by the Council of Economic Advisers. The consumer price
index for November 1977 is 182.5 and shall form the basis
for the water and sewer charges set forth in this subpara-
graph 4 for the year 1978.
Section 2. This ordinance shall become effective
