1. The City Council of the City of Winslow has deter-
mined that the Winslow Sewer Interceptor Line which will
abut certain properties which may in the future desire sewer
service from said line but which properties are not being
assessed for the cost of construction and that a connection
charge in lieu of assessment should be established.
2. The City Engineer and the City Council have deter-
mined that a fair and equitable assessment as a charge in
lieu of assessment is $15.62 per front foot for each prop-
erty abutting and has further determined that the properties
described by County Assessor's number in Exhibit 1 would be
specifically benefited by the Sewer Interceptor Line.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WINSLOW
DO ORDAIN AS FOLLOWS:
1. A charge of $15.62 per front foot is hereby estab-
lished as a fair and reasonable connection charge in lieu
of assessment to be charged all property owners abutting the
Sewer Interceptor Line prior to any sewer connection beino
permitted.
2. The properties specifically benefited thereby, as
described by County Assessor's number, the assessed footage
and the charges are set forth in Exhibit 1 attached to this
ordinance and by this reference incorporated herein as if
fully set forth at this point.
3. That no~e of the properties described in Exhibit 1
will be permitted to connect to the Winslow Sewer Intercept-

or Line until the charges set forth therein have been paid to
the City in advance.
4. The charges in lieu of assessment established by
this ordinance shall be in addition to any other sewer parti-
cipation fees, connection fees or inspection fees established
by Ordinance 78-1.
5. A certified copy of this ordinance will be filed
for record with the Kitsap County Auditor by the City Clerk
upon its passage.
6. This ordinance shall take effect five (5) days
after posting or publication in the manner provided by law.
