ORD 79-03 RESTRICTION OF TRAVEL CAUSED BY EMERGENCIESORDINANCE NO. 79 - 3
AN ORDINANCE PROVIDING FOR THE RESTRICTION OF TRAVEL
AND CLOSURE OF THE ROADWAYS AND STREETS UNDER CERTAIN
EMERGENCIES CAUSED BY CLIMATIC CONDITIONS
T~he City Counc]~ ef the City of Winslow DO ORDAIN as
follows:
(1) Whereas RCW 47.48.010 authorizes cities and towns to
establish procedures a]]ow]ng closure and restrictive travel of
roadways within said cities add townS, ann the City Council
finding that an emergency exists, NOW THEREFORE the following
procedures are established:
(2) When, in the judgment of the City Engineer, climatic
conditions exist which could or would cause ~amage to roadways
or streets within the C~ty unless travel on such roadways or
streets is restricted or eliminated, the City Engineer so
finding is authorized and empowered tc close or restrict travel
CD SUC~ roadways or streets.
(3) The City Engineer is specifically authorized to order
closure of such roadways or streets. The City Engineer is
specifically authorized to restrict by gross weight, axel
weight, height, width, length, breaking area, performance, or
tire equipment what vehicles m~y pass upon such roadways or
streets subject to his order.
(~) Not withstanding the foregoing, the City Engineer is
required to authorize travel of school busses, emergency
vehicles, vehicles carrying perishables, add vehicles carrying
items or products necessary for the puD]]c health and we]fare.
(5) Not w~tbstan~ng the foregoing, the City EngiDeer
shall not restrict travel nor close to traffic, roadways or
streets that are, or will be, des]gDated as primary State
Highways without prior written approva] from the Washington
State Highway Commission.

(6) It shall be the duty of the City Engineer to post, or
cause to be poste~, signs at both ends of any roadways or
streets subject to closure or restrictive travel which signs
shall apprise the public of the order of closure or restrictive
travel.
(7) There sb~]] be imposed upon any persoD operating a
vehicle ]n violation of the City Engineer's order, a fine not
to exceed $500.00 or imprisonment not to exceed six months, or
both such fine and imprisonment.
(8) This ordinance is a Public Emergency Ordinance
necessary for protection of public health, public safety,
public property or public peace and shall be effective UpOD
adoption.
