ORDINANCE OF THE CITY OF WINSLOW REPEALING
ORDINANCES 78-29 , 78-16 , 78-5 AND 76-4 , AND
PROVIDING FOR WATER/SEWER SYSTEM PARTICIPATION
FEES, HOOK-UP PERMIT REQUIREMENTS AND PROVIDING
FOR AUTOMATIC ANNUAL COST OF LIVING ADJUSTMENTS
TO HOOK-UP CHARGES, SYSTEM PARTICIPATION FEES
AND USAGE RATES.
THE CITY COUNCIL OF THE CITY OF WINSLOW DO ORDAIN AS FOLLOWS:
Section 1. Section D 4 of Ordinance 74-16 is hereby amended to
provide as follows:
4. Sewer and water connections. All sewer and water
service connections shall be made by authorized employees
and/or agents of the City of Winslow. The charge for such
connections shall be composed of the cost of labor, materials,
plus 25% for engineering and administrative expenses. In
addition, there shall be charged a system participation fee
of $700 for each new facility desiring to hook up to the water
system and a charge of $200 for each new facility desiring
hook-up to the sewer system. In the event that the new
facility consists of more than one dwelling unit, business
unit, or combination of dwelling and business units, a system
participation fee of $700 shall be assessed for each unit for
each water connection and $200 for each such unit for each
sewer connection.
Water/Sewer hook-up pe~nits may be obtained only when
an approved building permit is on file with the City Engineer
or if the Water/Sewer hook-up is to service an existing
residential or commercial facility located on the property.
All excavating, pipe laying, backfilling and replacement of
roadway or sidewalks will be done by City personnel or, except
for the actual connection to the City water or sewer system,
by licenses plumbers or contractors upon permits issued by
the City Engineer. In the event any such work is accomplished
by other than City personnel, such work must be periodically
inspected and approved by the City before backfilling the trench.
The inspection fee therefore shall be $25 per connection or in
the event of multi-family residential units, $25 per residential
unit or in the event of commercial units, $25 per commercial
unit.
In those instances where, in the judgement of the City
Engineer, a backflow protection device is required in order
to comply with the State Board of Health Regulations, the
City may require said device to be installed and the cost
thereof to be paid by the property owner.
The property owner or a licenses contractor hired by the
property owner shall construct his part of the side sewer on
his property, but inspection and approval by the City Engineer
must be obtained before backfilling or use.
All charges described in this subparagraph 4 shall be
subject to automatic annual adjustment of January 1 of each
year based on the Consumer Price Index for November of the
preceding year as reported in "Economic Indicators" prepared
by the Council of Economic Advisors. The consumer price
index for November 1978 is 202.6 and shall form the basis
for the water and sewer charges set forth in this subparagraph
4 for the year 1979.
Section 2. Table I ("Water and Sewer Monthly Rate Schedule")
of Ordinance 74-16, is hereby amended as follows:

Category 1 ~ Single Family Residences:
Water Sewer
$3.00 per month per unit plus $7.00 per unit per month.
$ .50 per 100 cubic feet or
part thereof.
Category 2 - Multiple Dwelling Residences including but
not limited to apartment houses, condominiums and mobile
home courts:
Each single dwelling unit shall constitute one unit for
purposes of this rate schedule.
Water
$2.50 per unit per month plus
$ .50 per 100 cubic feet of
water consumed or part thereof.
Sewer
$5.00 per unit per month.
Category 3 - All Other Users including but not limited to
commercial and public establishments:
Water
$3.00 per water meter plus
$ .50 per 100 cubic feet or
part thereof per month.
Sewer
$3.00 per month per water
meter plus $.50 per 100 cubic
feet or part thereof per month.
All rates described herein shall be subject to automatic
annual adjustment on January 1 of each year based on the
Consumer Price Index for November of the preceding year as
reported in "Economic Indicators" prepared by the Council of
Economic Advisors. The Consumer Price Index for November 1978
is 202.6 and shall form the basis for the water and sewer usage
rates for the year 1979.
THESE RATES SHALL APPLY TO ALL USERS EXCEPT BAINBRIDGE ISLAND
SCHOOL DISTRICT WHOSE RATE SHALL BE ESTABLISHED BY SEPARATE
ORDINANCE.
Section 3, All other provisions of 74-.16 shall remain in
full force and effect. Ordinances 78-29, 78-16, 78-5, and
76-4 are hereby repealed in their entirety.
Section 4. This Ordinance shall become effective five (05)
days after its posting or publication in the manner provided
by law.
