AN ORDINANCE OF THE CITY OF WINSLOW, WASHINGTON, SUPPORTING
AND IMPROVING THE EMERGENCY MEDICAL CARE SERVICE FOR THE
CITY OF WINSLOW; PROVIDING THE METHOD OF FINANCING THE
SAME; AUTHORIZING AND DIRECTING THE SUBMISSION TO THE
QUALIFIED VOTERS OF THE CITY A PROPOSITION TO LEVY EXCESS
TAXES OF TWENTY-FIVE CENTS ($0.25) FOR EACH ONE THOUSAND
DOLLARS ($],000.00) OF VALUATION OF THE CITY TO RAISE FUNDS
TO ESTABLISH AND OPERATE THE EMERGENCY MEDICAL CARE
SERVICE; AND CREATING AN "EMERGENCY MEDICAL SERVICES FUND,
1980"
WHEREAS, the City Council has determined that it would
benefit the general public if the City supported, maintained,
and improved the Emergency Medical Care Service; and
WHEREAS, to provide part of the funds necessary to maimtain
such medical service it is necessary that the City impose an
excess property tax levy as authorized by Chapter 200,
Washington Laws, 1979 ]st Ex. Sess: NOW, THEREFORE,
The City Council of the City of Winslow, Washington, DO~
ORDAIN as follows:
Section 1. The City of Winslow, Washimgton, (hereafter
called the "City") upon the ratification of the proposition
hereafter set forth in Sect]on 4, below, shall support and
maintain an Emergency Medical Care Serv]ce.
Section 2. There is hereby created and established ~n the
office of the City Clerk/Treasurer of the City a special fund
to be known as the "Emergency Medical Services Fund, 1980".
A]] proceeds received from the excess property tax levy
authorized hereinbelow and other money anticipated to be
received for this service shall be deposited in the "Emergency
Medical Services Fund, 1980" of the City, and shall be used for
the sole purpose of providing emergency medical care or
emergency medical services, including related personnel costs,
training for such personnel, and related equipment, supplies,
vehicles, and structures needed for the p~ovision of emergency
medica] care or emergency medical services.

Section 3. That for the purpose of providing funds
(approximately Thirteen Thousand Dollars ($13,000.00) annually
for six consecutive years) for establishing and operating the
Emergency Medical Care Service, for the years 1980 through
1985, the City shall levy excess taxes of Twenty-Five Cents
($0.25) for each One Thousand Dollars ($1,000.00) of the
assessed value of all taxable property within the City for the
City's "Emergency Medical Services Fund, 1980", such levy to be
imposed in each year for six consecutive years. The first such
levy shall be made in 1980 for collection in 198], and
thereafter shall be made each year for six (6) consecutive
years in the same amount. The proceeds of such levy may be
used immediately through interfund ]oams or by borrowing from
the general fund of the City.
Section 4. The above proposition shall be submitted to the
qua]ifie~ electors of the City at an election tc be held in
Kitsap County~ Washingtorl, on the 6th day of November, ~979,
and the Kitsap County Auditor, as Ex-Officio supervisor of all
elections in Kitsap County, Washington, is hereby requested to
submit to the qualified electors of the City at the said
electieD the proposition hereafter set forth:

The City Clerk/Treasurer is hereby authorized and directed
to certify said proposition to the Kitsap County Auditor by
delivering a certified copy of this Ordinance to him ~t least
Forty-Five (45) days prior to the ~ate of such election.
Section 5. This Ordinance shall take effect and be ]n
force f~ve (5) days after the date of its publication in the
manner provided by law.
