ORD 79-31 SEWER CONNECTION CHARGES FOR LID 3 ORDINANCE NO 79-_2d,
~~ANCE OF THE CITY OF WINSLOW, WASHINGTON,
ESTABLISHING SEWER CONNECTION CHARGES IN LIEU OF
ASSESSMENTS FOR CERTAIN PROPERTIES ABUTTING THE LID 3F
SEWER LINE CONSTRUCTED BY THE CITY OF WINSLOW,
DESCRIBING THE PROPERTIES TO BE CHARGED, SETTING FORTH
THE ASSESSED FOOTAGE, AND THE AMOUNT OF CHARGE
THEREFORE.
The Winslow City Council has determined that the Winslow
LID 3F sewer line abutting certain properties along Fairview
Avenue and Madrona Drive which may in the future desire sewer
service from said line but which properties are not being
assessed for the cost of construction and that a connection
charge in lieu of assessment should be established.
The City Council of the City of Winslow DO ORDAIN as
follows:
SECTION 1. A charge of $26.4375 per front foot plus interest
at the rate of 12% per annum from the effective date of this
ordinance is hereby established as a fair and reasonable
connection charge in lieu of assessment to be charged all
property owners abutting the above mentioned sewer line prior
to any sewer connection being permitted.
SECTION 2. The properties specifically benefited thereby are
more particulary described including, tax lot numbers, in
Exhibit "1" attached hereto and by this reference are
incorporated herein.
SECTION 3. None of the properties described in Exhibit "1"
will be permitted to connect to the Winslow LID 3F sewer ].ine
until the charges set forth herein have been paid to the City
prior to connection.

SECTION 4. The charges in lieu of assessment established by
this ordinance shall be in addition to any other sewer
participation fees, connection fees or inspection fees as
established by Ordinance 78-29, including amendments thereto,
or any other charges established by the City prior to
application for connection and payment of required fees.
SECTION 5. A certified copy of this ordinance shall be filed
for record with the Kitsap County Auditor by the City Clerk
upon its passage.
SECTION 6. This ordinance shall take effect five (5) days
after posting or publication in the manner provided by ]law.

IT IS HEREBY AGREED between the CITY OF WINSLOW, a
municipal corporation, located in Kitsap County, State of
Washington, and WILLIAM and IRENE CLARK, that the CONCOMITANT
AGREEMENT FOR REZONE, dated October 23, 1979, and recorded
under Kitsap County Auditor's No. 79].0260104, is modified as
follows:
There is added to Section 4, ConS]tions of Rezone, a new
Subparagraph (d) providing as follows:
"(d) Notwithstanding the provision of Winslow Ordinance No.
79 - ]5, (Zoning Ordinance) the premises ctescribed in Paragraph
2 of this agreement may be utilized by the owner-artisen or
tenant artisen for residential purposes by the owner-artisen or
tenant artisan and immediate family, so long as the
handcraft-artisen business is practiced on the premises."
All other provisions of the CONCOMITANT AGREEMENT FOR
REZONE date8 October 23, 1979, shall remain in full force and
effect and this modification agreement shall be filed for
record with the Kitsap County Auditor.
