AN ORDINANCE OF THE CITY OF WINSLOW, WASHINGTON,
ESTABLISHING WATER CONNECTION CHARGES IN LIEU O~..
ASSESSMENTS FOR CERTAIN PROPERTIES ABUTTING THE
WATER LINE EXTENSION ON LOVELL AVENUE SOUTH
CONSTRUCTED BY THE CITY OF WINSLOW, DESCRIBING
THE PROPERTIES TO BE CHARGED, SETTING FORTH THE
ASSESSED FOOTAGE, AND THE AMOUNT OF CHARGE
THEREFOR.
The Winslow City Council has determined that the Winslow
water line abutting certain properties along Lovell Avenue South
which may in the future desire water service from said line but
which properties are not being assessed for the cost of construction
and that a connection charge in lieu of assessment should be
established.
The City Council of the City of Winslow DO ORDAIN AS FOLLOWS:
SECTION 1. A charge of $6.3725 per front foot plus interest
at the rate of 12% per annum from the effective date of this
ordinance is hereby established as a fair and reasonable connection
charge in lieu of assessment to be charged all property owners
abutting the above mentioned water line prior to any water
connection being permitted.
SECTION 2. The properties specifically benefited thereby are more
particularly described including, tax lot numbers, in Exhibit "1"
attached hereto and by this reference are incorporated herein.
SECTION 3. None of the properties described in Exhibit "1" will be
permitted to connect to the Winslow Water Line until the charges set
forth herein have been paid to the City prior to connection.

SECTION 4. The charges in lieu of assessment established by this
ordinance shall be in addition to any other water participation
fees, connection fees or inspection fees as established by
Ordinance 78-29, including amendments thereto, or any other charges
established by the City prior to application for connection and
payment of required fees.
SECTION 5. A certified copy of this ordinance shall be filed for
record with the Kitsap County Auditor by the City Clerk upon its
passage.
SECTION 6. This ordinance shall take effect five (5) days after
posting or publication in the manner provided by law.
