RES 2002-12 GROW AVENUE NO PARKING & PERMIT PARKING AREASRESOLUTION NO. 2002-12
A RESOLUTION of the City of Bainbridge Island, Washington,
establishing no parking and permit parking areas on portions on
Grow Avenue, Lovell Avenue, Ihland Way and Commodore Lane.
WHEREAS, The Bainbridge Island High School initiated an on -campus parking
program in fall of 2001 which caused the overflow parking to distribute onto city streets, and
WHEREAS, The residents of Grow Avenue, Lovell Avenue, Ihland Way and
Commodore Lane near the High School have complained to the School District and City of
problems associated with the parking by the high school students on those streets, and
WHEREAS, The residents of Grow Avenue, Lovell Avenue, Ihland Way and
Commodore Lane near the High School have further requested that no -parking and permit
parking areas be established on portions of those same streets, and
WHEREAS, Staff review of the designated streets finds that a significant amount of the
on street parking adversely impacts pedestrian and vehicle safety on the street and is causing
degradation of the road infrastructure, and
WHEREAS, The City desires to establish a neighborhood parking program to
accommodate parking in those on -street spaces where adequate parking is available, and
WHEREAS, WAC 308-330-265 (13) and WAC 308-330-270 (5) set forth that the City
Council sets no parking zones in excess of 100 feet by passage of a resolution.
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF BAINBRIDGE
ISLAND, WASHINGTON DOES HEREBY RESOLVE:
1. That both sides of the following streets shall be designated with the appropriate signage for
no -parking at all times gxcept as noted in number three below:
a) Grow Avenue from Ihland Way to High School Road.
b) Lovell Avenue from Inland Way to High School Road (except that portion of the street
adjacent to lot # 2725021027 (Grimm/MacFarlane DRS) where an existing row of
perpendicular private off-street parking is accessed from Lovell Avenue).
c) Inland Way from Lovell Avenue NW to Nakata Avenue NW.

2. That the east side of the Commodore Lane from High School Road to 100 feet north of
Elizabeth Place shall be designated with the appropriate signage for no parking at all times
except as noted in number three below.
3. That the following areas shall be designated with the appropriate signage for permit parking
only from 6:00 AM to 6:00 PM, Monday through Friday where adequate on -street parking
spaces exist:
a) Five spaces in front of 1299 Grow Avenue.
b) Four spaces in front of 1245 grow Avenue.
c) One space in front of 1216 Grow Avenue.
d) One space in front of 1240 Lovell Avenue.
e) One space on the east side of Commodore Lane north of Kings Place.
fl One space on the east side of Commodore Lane south of Kings Place.
4. That the city will provide gravel surfacing for the parking spaces on Commodore Lane.
5. That the city will develop a neighborhood permit parking program for use of the parking
spaces designated as permit parking in number three above.
