A RESOLUTION of the City of Bainbridge Islan4, Washington
approving signs located within a school zone to re4d "20 -mph from
7:00 a.m. till 5:00 p.m.- Monday thru Friday for ill Bainbridge
Island School District zones.
October 2000 concerned parents requested the Public Works &
WHEREAS, In O
Transportation Committee reduce speed limits near school zones4 . The Public Works Department
response was that y
hat the Ci abides b the Manual on Uniform Tr ffic Control Devices (MUTCD)
which recommends that an engineering study should be performed prior to making any speed
zone changes; and
WHEREAS The School District and the City held several joint meetings and agreed to
hire a consultant to perform the traffic study; and
WHEREAS The School District contracted with The Transpo Group which

re signage commendations to existingsi e consistent with the MUTCD and WAC standards, and 3)
Provided suggestions on driver awareness, improvements and responsiveness; and
WHEREAS The City conducted a one-year "test perilod" of school zone speed limit
signs 1
ocated at Wilkes and BlakelyElementary Schools. For, the 2001/2002 school year the

WHEREAS The City sent out survey forms in late Jane 2002 to the School District,
parents, concern citizens etc. The surveyforms were due by Ju�y 19, 2002. Comments from the
general public have been positive except for the following comments: 1) The text on the signs

are too small to read, 2} It is confusing that the signage is not the same for all the school zones on
the Island.
WHEREAS, At the August 5, 2002 Public Works & Tra1nsportation Committee, citizens
stated that since i the new sign traffic has slowed dowti considerably within the school
zones tested.
WHEREAS The Public Works and Transportation Committee recommends the school
zone signage e be changed to "20 -mph from 7:00 a.m. till 5:00 p.tn., Monday thru Friday for all

Bainbridge Island Schools; and
the Ci Council of the Cit of Bainbridge Island, Washington
NOW, THEREFORE, City Y
does resolve and direct as follows:
Sect i 1. The existing "When Children are Present" signs will be replaced by
"20 -mph from 7 AM till 5 PM, Y Monda thru Friday" for all 'Bainbridge Island School
District zones.

Section 2. The signage will be 3 -inch minimum letter 'height.
