RESOLUTION NO* 2002-25
A RESOLUTION of the City of Bainbridge sland, Washington
relating to discontinuing the Satellite Manage ent Assistance
Program and repealing Resolution 93-03.
WHEREAS, the Council authorized City assistance o small water system
purveyors outside the Historic Winslow through passage of esolution 93-03; and
WHEREAS, under the Resolution 93-03 three service options are currently
available including:
1. Direct Service. Ownership and operation
by the City;
2. Contract Services. Routine operation and
maintenance, water quality
monitoring, utility billings, and other peri
*c tasks for systems not
owned by the City. Contract services are
available to private and
public systems at a rate to commensurate
with the service;
3. Support Assistance. One-time or long-teim
support to systems
requiring technical, professional, or special
assistance on a more
limited scale; and
WHEREAS, under the 1995 RW Beck, City of B 'bridge Island Water System
Plan, the City's intent to provide Satellite Management Assstance Program (SMA)
services to small water purveyors was documented; and
WHEREAS, the SMA section of the 1995 Water System Plan was not approved
by the Washington Department of Health (DOH); and
WHEREAS, DOH did not approve the City's SMA plan for the following
reasons:

Too Restrictive Language. The 1996 R. . Beck Water System Plan
did not allow the opportunity for other a encies to serve as an SMA on
the Island as long as they have a compre ensive operation and
management contract;
SMA Ownership. The City did not have a concise policy statement on

its intent to become a SMA but only the road policy statements
provided in R.W. Beck Water System PI ;
City Water System Policies. The City water system polices did not
provide: a defined service area, documentation on how the City arrives
at a decision to own or operate a waters stem, how the City will
determine financial feasibility of adding new or existing water
systems, and a list of available services e City will provide;

WHEREAS, the Council authorized nineteen small w ter system contracts to
expire and services discontinued through the passage of Reso tion of 2000-23; and
WHEREAS, the 2001 Kato and Warren, Inc. City of Painbridge Water Plan
acknowledges that the City is not qualified with the State as a Satellite Management
Agency; and
WHEREAS, the DOH will require the City to follow ugh and complete the
missing elements of a SMA with the next five-year water PI update or eliminate SMA
services from the water Plan entirely.
NOW THEREFORE, THE CITY COUNCIL OF THE CITE OF BAINBRIDGE
ISLAND DO HEREBY RESOLVE AS FOLLOWS:
Section 1. Resolution No. 93-03, the Satellite Management Assistance Program shall be

Section 2. Public works Department shall not include the Sa ellite Management
Assistance Program in the upcoming five-year water System Ian.
