RES 2002-30 PROCEDURES FOR CONDUCTING COUNCIL MEETINGSRESOLUTION NO. 2002-30
A RESOLUTION of the City of Bainbridge Island} Washington,
amending procedures for conducting council meetings.
WHEREAS, the council desires to run its meeting$ more efficiently, now
therefore;
THE CITY COUNCIL OF THE CITY OF BAINB�IDGE ISLAND,
WASHINGTON, DOES RESOLVE AS FOLLOWS:
Section 1. Establishment of a regularly scheduled council workshop.
One hour prior to the start of a regularly scheduled council meeting, the
council shall hold a workshop to informally discuss committee business and any
other business deemed important by any council member. By prior agreement,
council may choose to use this time to focus on a single subject matter. This hour
shall also be used to hold any executive sessions and to listen to any
presentations from organizations and individuals. Generally, the order of
business in this workshop shall be executive session (if needed), committee
business and then presentations (if needed).
Section 2. Establishment of the order of council business.
Acceptance of the Council Agenda. The council shall decide whether to
accept an deletions or additions to or to change the order of the items on the

proposed agenda
Public Comment Period. Following acceptance of the agenda, the regular
council meetingshall commence with a public commentperiod that shall include
all items on the agenda that are open for public comment, such as public
hearings, second readings of ordinances, etc. These items shall be followed by a
general public comment opportunity for items not on the agenda. All public
comments shall be limited to no more than 3 minutes per speaker. The presiding
officer shall use a timer, colored flash cards or other devices to notify speakers
when they have reached the two and a half minute and 3 minute marks.
Speakers wishing to speak more than 3 minutes must receive prior council
approval. Public comment period is a time for council to listen to the public.
Council shall generally not respond to public comment immediately, except to
correct statements of error or to determine who will respond to the question or
concern raised by the speaker.

Issues of HighPublic Interest. The public comment period shall be
followed by items for which there is high levels of public.! interest and likely to
include extensive council debate, such as 3rd readings of ordinances, resolutions,
contracts involving large sums of money, etc. The initial order shall be arranged
according to the estimated level of public interest but may be rearranged
according to the interests of the public in attendance at the council meeting.
Section 3. Council meeting shall adjourn at 9:00 PVI unless there is a vote
to continue to a time certain by a majority of the Council.
