RES 2003-20 911 EMERGENCY FUNDING VIA SALES TAX INCREASERESOLUTION NO. 2003-20
A RESOLUTION of the City of Bainbridge Island, Washington,
expressing support for an increase in the sales and use tax rate of
one tenth of one percent to provide funding for 911 emergency
communication systems and facilities and to replace the property tax
passed by voters at the 2001 general election to construct a new 911
dispatch communications and emergency service center.
REAS, the Kitsap County Board of Commissioners finds it necessary to authorize a special
election to provide an increase in the sales and use tax of one tenth of one percent to fund the cost of
financing, lesigning, acquiring, constructing, equipping, operating, maintaining, remodeling, repairing,
reequippin r and improvement of emergency communication systems and facilities; and
WHEREAS, the County Commissioners, Sheriff, City Mayors and Fire District elected officials
comprisinE the CENCOM Policy Board have determined that relying on a sales and use tax as the primary
means of f huding emergency communication systems and facilities will result in a more equitable and
stable soure of funds for such systems and facilities than the current practice of relying primarily on real
property es; and
WHEREAS, the voters of Kitsap County have in the past expressed their desire to fund
emergenc3 communication systems and facilities; and
WHEREAS, the sales and use tax is a more equitable means of funding emergency
communic ation systems and facilities due to the transient population and others who do not own property
but who require services provided by Kitsap County CENCOM; and
REAS, emergency communication systems and facilities are essential to our communities
when deal ng with citizen emergencies both man-made and natural; now, therefore,
E IT RESOLVED that the City of Bainbridge Island expresses its support for the special
election to provide an increase in the sales and use tax of one tenth of one percent to fund the costs
associated with the construction of emergency communication systems and facilities.
