RES 2003-21 SOUTH ISLAND SEWER PUBLIC BENEFITRESOLUTION 2003-21
A RESOLUTION of the City Council of the City of Bainbridge
Island, Washington, declaring the installation, repair, or
replacement of grinder pumps and associated sewer side service
connections in the South Island Sewer Service Areas to be in the
public benefit.
WHEREAS, the City Council desires to ensure that the City's sanitary sewer system is
developed and maintained as a state of the art facility; and
WHEREAS, Ordinance 2001-43 was adopted in response to public health and
environmental concerns and established boundaries for a South Island Sewer Service Area; and
WHEREAS, many of the properties served in the South Island Sewer Service Area will
require on-site pumps (i.e. grinder pumps) and associated sewer side service connections, as part
of the design; and
WHEREAS, The Washington State Department of Ecology requires that the City
maintain these on-site pumps and the associated sewer side service connections;
NOW THEREFORE THE CITY COUNCIL OF THE CITY OF BAINBRIDGE
ISLAND, WASHINGTON, DOES RESOLVE AS FOLLOWS:
Section 1. Declaration of Public interest. The City Council of the City of Bainbridge
Island, Washington hereby declares it to be a policy, that installation, repair, or replacement of
on-site pumps and the associated sewer side service connections on private property within the
South Island Sewer Service Area will benefit the public sewer system and that the public benefit
will expressly be served thereby. Sewer system discharges into water of the state after treatment
at the Kitsap County Sewer District Number Seven Fort Ward waste water treatment plant.
