RES 2003-13 EXPRESSING APPRECIATION TO ELIZABETH GROSSMAN`tT F 0 eR�DCF. F CITY OF BAINBRIDGE ISLAND RESOLUTION NO. 2003-13 A RESOLUTION of the City of Bainbridge Island, Washington, expressing appreciation to Elizabeth Rice Grossman for her donation of real property to the City's Open Space Acquisition Program. WHEREAS, The Citizens of Bainbridge Island have recognized the importance of Open Space as a significant element in their quality of life, and have formally expressed this value by statements of such value in the Island's Comprehensive Plan, and WHEREAS, The Citizens of Bainbridge Island have voted an excess -tax levy specifically to acquire and preserve Island Open Space through a formal Open Space Acquisition Program, and WHEREAS, The Program embraces a wide range of mechanisms through which Open Space may be acquired and preserved, including fee simple acquisition, bargain sales, purchase of development rights and easements, or property donation, and WHEREAS, Bargain sales and donations of property to the Open Space Program not only further the Community's goals to preserve open space, but also may provide tax benefits for sellers/donors, and WHEREAS, Elizabeth Rice Grossman (known as Liz Helbig during her high school years on Bainbridge Island) has determined to forever preserve as Open Space her Bainbridge Island property consisting of the 13 -acre M&E Christmas tree farm in the Day Road area, and WHEREAS, Elizabeth Rice Grossman has demonstrated profound generosity by donating the M&E Tree Farm to the Open Space Program, thereby transferring to the citizens of Bainbridge Island property that will be free of development in perpetuity, and WHEREAS, the generosity of Elizabeth Rice Grossman is a proud example of citizen dedication to the support of community efforts to preserve Open Space; NOW, THEREFORE, BE IT RESOLVED: That The City Council of the City of Bainbridge Island gratefully acknowledges a donation of the M&E Tree Farm from ELIZABETH RICE GROSSMAN, and commends this action as the highest form of generosity achievable for the Open Space Program and for the community. AND, BE IT FURTHER RESOLVED: That Owners of open space property on Bainbridge Island are encouraged to explore the advantages of property donation to the Open Space Program, as demonstrated by the leadership of ELIZABETH RICE GROSSMAN in her example of giving the people of Bainbridge Island a permanent heritage of Open Space.
