RES 2003-52 SCHOOL ZONE SIGN MODIFICATIONRESOLUTION 2003-52
A RESOLUTION of the City of Bainbridge Island, Washington, modifying
resolution No. 2002-21 regarding signs located within a school zone that reads "20 -
mph from 7:00 a.m. till 5:00 p.m. — Monday thru Friday for all Bainbridge School
District zones to be in effect while school is in session generally from September to
June of each year.
WHEREAS, In August 2002, the City Council passed Resolution 2002-21
establishing that school zone signage be placed at all Bainbridge Island School District
schools reading "20 -mph from 7:00 a.m. till 5:00 p.m. — Monday through Friday"; and
WHEREAS, The City has received questions regarding the need for this signage
during the summer when school is not in session; and
WHEREAS, At the City Council Public Works and Transportation Committee
meeting of November 3, 2003, the committee recommends that the school zone signage
not be in effect during the summer when school is not in session; and
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF
BAINBRIDGE ISLAND, WASHINGTON, DOES RESOLVE, as follows:
Section 1. The existing "20 -mph from 7:00 a.m. till 5:00 p.m. Monday through
Friday" signage for all Bainbridge Island School District Zones will be in effect while
school is in session generally from September to June of each year.
PASSED by the City Council this 10 day of December 2003.
APPROVED by the Mayor this 12th day of December 2003.

I understand that the City Council is considering a resolution that would make school
speed zones effective only from September to June. I would offer up the following
comments.
1) The biggest problem that I see with the current signage is that there is little to no
enforcement. This last summer I followed a BI police car through the school zone at
Sakai/Woodward that was doing 35MPH. Either the driver was unaware of the speed reduction
or didn't care. I have been passed by drivers that thought that the speed reduction did
not apply to them (in no -passing zones to boot!). You can change the times all you want
but if there is no enforcement then people will drive the way they want.
2) Changing the time to the months of September to June may be problematic if the school
year starts earlier or runs longer.
3) There are not enough signs within the zones, especially at Sakai Woodward. The zone
there is very long with many entrances where people are not reminded of the speed
reduction. -
I offer the following ideas:
1) Make the speed reductions permanent and not dependent on hours of operation of the
school. Schools tend to be used by children at all hours, summer school, parks programs,
youth soccer, Babe Ruth, and other programs have kids coming and going from school grounds
12 months of the year, or
2) Eliminate the verbage that identifies the hours for the reductions and use a light or
flags to denote when the reduction is in effect. Programable flashing lights (solar
powered with battery backup like the channel markers for the ferry$) would be best when
there is low or no daylight but reflective flags could also work, and/or
3) Have reduced speeds only where safe walking conditions (sidewalks with curbs) do not
exist, and
4) Provide enforcement.

At the November 3, 2003 PWTC meeting, Acting Chief Matt Haney summarized that the Police
Department has received numerous complaints about the current school zone signage (20 mph from
7:00 a.m. to 5:00 p.m.) being in effect year round. The concern is whether this signage is necessary
during the summer when school in not in session.
The PWTC supports revising the existing resolution to amend the signage effective dates from
September thru June of each year while school is in session to allow the signing to be effective during
the school year.
Public Works & Transportation Committee unanimously recommends placement on the City Council
Resolution agenda.
ACTION
Motion: That the City Council approve Resolution 9 2003-52
