RES 2004-21 HOUSING TRUST FUND COMMITTEE EXPANSIONRESOLUTION NO. 2004-21
A RESOLUTION of the City of Bainbridge Island,
Washington, expanding the membership of the
Housing Trust Fund Executive Committee to include
representation from the Health, Housing and Human
Services Council.
WHEREAS, safe, affordable housing is of vital importance to the health,
safety and welfare of the citizens of Bainbridge Island, and
WHEREAS, the Housing Element of the Comprehensive Plan
recommends that a Housing Trust Fund be established to support the development
and preservation of affordable housing on the Island and to provide assistance to
income groups not served by other available funding sources; and
WHEREAS, the City Council passed Ordinance 99-45 on October 13,
1999, establishing the Housing Trust Fund; and
WHEREAS, a Housing Trust Fund Executive Committee comprised of
the Mayor, the City Administrator, a member of the City Council, a citizen -at -
large and a development consultant is responsible for managing the Housing Trust
Fund, including setting funding criteria, reviewing applications, monitoring use of
funds and making recommendations to the City Council; and
WHEREAS, as specified in Section 3.38.050 of the Bainbridge Island
Municipal Code, the Health, Housing and Human Services Council appoints an
advisory board to the Housing Trust Fund, and
WHEREAS, in 2003 the Mayor appointed a 90 -Day Affordable Housing
Task Force to review the City's housing programs, and the Task Force's final
report includes a recommendation to strengthen communication and coordination
between organizations that are working on housing issues, and
WHEREAS, the City Council has determined that including a member of
the Health, Housing and Human Services Council on the Housing Trust Fund
Executive Committee would improve communication and coordination on
Housing Trust Fund activities and housing issues in general, now therefore
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND DOES
RESOLVE AS FOLLOWS:
Section 1. The membership of the Housing Trust Fund Executive
Committee is expanded to include a representative of the Health, Housing and
Human Services Council.
Section 2. The HHHS representative will be a non-voting member of
the Housing Trust Fund Executive Committee.
