Resolution No. 2022-04 Committing Match Funds for 2022 Federal Transporation Grant Cycle - Approved 022222Page 1 of 2 RESOLUTION NO. 2022-04 A RESOLUTION of the City of Bainbridge Island, Washington, committing matching grant funds for the 2022 Puget Sound Regional Council (PSRC) Regional and Countywide Federal Transportation Grant Competition. WHEREAS, every two years PSRC holds a grant competition for both Regional and Countywide federal transportation grants, and 2022 is a competition year; WHEREAS, the Kitsap Regional Coordinating Council (KRCC), of which the City of Bainbridge Island is a member, will be managing a process for selecting priority projects for the Regional and Countywide federal transportation grant competition beginning in March of 2022; WHEREAS, in response to the competition grant cycle, the City submits transportation project grant applications to the KRCC Board and respective committees for funding consideration; WHEREAS, in the 2020 grant cycle, the City was awarded $700,000 for the Eagle Harbor Non- Motorized Improvement Project Phase 1 from the county-wide grant cycle; WHEREAS, on February 15, 2022, City staff presented to the City Council the final Draft Sustainable Transportation Plan, which included a prioritized list of non-motorized projects, locations, and facility types; WHEREAS, the project selected by the City for the 2022 Regional competition, the Middle School/Coppertop segment of the Sound to Olympics Trail, is included in the Sustainable Transportation Plan; WHEREAS, the cost of the Phase 1 Middle School/Coppertop segment of the Sound to Olympics Trail is estimated at $3.9 million which, in accordance with the federal grant match requirements, would require the City to contribute at least $531,000; WHEREAS, the projects selected by the City for the 2022 Countywide competition, the Finch Road/Sportsman Club and Wyatt Way Non-Motorized Improvements, are included in the Sustainable Transportation Plan, the former of which is also included in the City’s 2020-2026 Capital Improvement Plan; WHEREAS, the cost of the Finch Road/Sportsman Club Non-Motorized Improvement project is estimated at $1.1 million which, in accordance with the federal grant match requirements, would require the City to contribute at least $150,000; WHEREAS, the cost of the Wyatt Way Non-Motorized Improvement project is estimated at $900,000 which, in accordance with the federal grant match requirements, would require the City to contribute at least $123,000; Page 2 of 2 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND DOES RESOLVE AS FOLLOWS: Section 1. Findings of Fact. The recitals set forth above are hereby adopted as findings of fact in support of this resolution. Section 2. The City Council hereby commits to providing the required grant match funding upon receiving a federal grant for any or all of the three transportation projects identified in this Resolution and adding those projects to the City’s Capital Improvement Plan. Section 3. Severability. If any one or more sections, subsections, or sentences of this Resolution are held to be unconstitutional or invalid, such decision shall not affect the validity of the remaining portion of this Resolution and the same shall remain in full force and effect. Section 4. This Resolution shall take effect and be in force immediately upon its passage.
