RESOLUTION NO. 2022-26
A RESOLUTION of the City Council of Bainbridge Island,
Washington, officially renaming the Waterfront Trail in Honor
of Charles Schmid.
WHEREAS, in 1978, Charles Schmid, together with his wife Linda, became
founding members of the Association of Bainbridge Communities (“ABC”), whose
accomplishments included the cleanup of the Vincent Road Landfill and recognition of
the Wycoff/Eagle Harbor as a Superfund site. Part of ABC’s mission was to build a
network of effective resident involvement from the ground up with each neighborhood
empowered to shape their own environmental future as part of an island-wide movement;
and
WHEREAS, from 1980 to 2008, Charles contributed to and published the Scotch
Broom, ABC’s monthly newsletter advocating for environmental protection on
Bainbridge Island; and
WHEREAS, in 1990, Charles Schmid supported a vote of the people to
incorporate all of Bainbridge Island as a City, a movement called “Home Rule,” so that
Islanders could have the autonomy necessary to preserve its natural beauty; and
WHEREAS, Charles Schmid led the advisory committee that drafted the City of
Bainbridge Island’s first Shoreline Management Plan, was instrumental in developing the
City’s first Comprehensive Plan, and served on advisory committees for the cleanup,
purchase and design of Pritchard Park; and
WHEREAS, Charles Schmid contributed to the purchase of a local wetland to
protect it from development and the founding of the Murden Cove Preservation
Association; and
WHEREAS, for nearly five decades, Charles Schmid maintained constant
attention to the conduct of city government related to environmental issues, attending and
speaking at hundreds of county, city, and Environmental Protection Agency meetings;
and
WHEREAS, in 2020, Charles Schmid received the prestigious Governor’s
Volunteer Service Award for his many contributions to the protection of the environment;
and
WHEREAS, Charles Schmid was an early advocate for the siting and
development of a trail along the former City of Winslow’s newly acquired Waterfront
Park; and
WHEREAS, Charles Schmid was firm in his belief in public access as a way for
all to be able to share the natural beauty of such a special place. He knew that

public parks bring out the best in all of us, and he worked tirelessly to create this
important public trail. He never gave up in the face of some opposition and worked in
collaboration with those who shared his vision. He attended and organized many
meetings over the decades to realize the trail, including pursuing the construction of a
bridge across the inlet between Brien Drive and Winslow Way and lobbying the City to
open up a trail and viewpoint along the City’s storm sewer outfall below Bjune Drive and
its connection to the Waterfront Trail at the south end of Madison Avenue; and
WHEREAS, Charles Schmid had the foresight to know how important it would
be to preserve a public waterfront in the decades to come as the area developed, and the
density of Winslow makes the respite of the trail, with its historical markers and
waterfront vistas, even more important to the community; and
WHEREAS, the Bainbridge Island Metropolitan Park & Recreation District
(“Park District”) approved Resolution 2022-07 in support of the City renaming the
Waterfront Trail in honor of Charles Schmid on June 17, 2022; and
WHEREAS, in the absence of a naming policy, the City Council directed the
City Manager to prepare a resolution renaming the trail at its September 13, 2022
business meeting, and the City received supportive comments from Charles Schmid’s
family, residents and Park District Board members; and
WHEREAS, the City is committed to the preservation of the trail Charles Schmid
helped create and desires to rename the Waterfront Trail to honor his memory and his
lifetime of volunteer work that has forever contributed to the beauty of Bainbridge Island.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
BAINBRIDGE ISLAND DOES RESOLVE AS FOLLOWS:
Section 1. The Waterfront Trail as depicted on Exhibit A will henceforth be
known as the Charles Schmid Waterfront Trail.
Section 2. City staff is directed to use and incorporate this new name in all
references to the trail.
Section 3. If any one or more sections, subsections, or sentences of this resolution
are held to be unconstitutional or invalid, such decision shall not affect the validity of the
remaining portion of this resolution and the same shall remain in full force and effect.
Section 4. This resolution shall take effect and be in force immediately upon its
passage.
