RESOLUTION NO. 2022-29
A RESOLUTION of the City Council of Bainbridge Island,
Washington, relating to Adopting a Redistricting Plan for City
Council Wards Based on the 2020 Census.
WHEREAS, Chapter 29A.76 of the Revised Code of Washington (“RCW”) requires
cities and counties that hold elections by ward or district to periodically redraw ward boundaries
to ensure that there are roughly equal numbers of voters in each ward; and
WHEREAS, Chapter 29A.76 RCW directs that the deadline for jurisdictions not
scheduled to elect members to their governing bodies in 2022, such as the City of Bainbridge
Island, shall prepare a plan for redistricting by November 15, 2022; and
WHEREAS, based on a review by City staff of population data from the 2020 U.S.
Census, the City of Bainbridge Island Council wards need to be modestly rebalanced; and
WHEREAS, on October 11, 2022, the City Council received a staff briefing and
approved a motion to hold a public hearing on the draft redistricting plan which was prepared
that balances the City Council wards based on the 2020 Census; and
WHEREAS, on October 28, 2022, the City of Bainbridge Island provided timely notice
and publication of the public hearing and related to the draft redistricting plan as amended based
on City Council input from the October 11, 2022 Council meeting, including through publication
in the newspaper of record and through posting on the City’s “Redistricting” webpage; and
WHEREAS, on November 8, 2022, the City Council held a public hearing on this
Resolution No. 2022-29 which incorporates the amended draft redistricting plan and, after
review and consideration of public comment, the City Council adopted the plan as the City’s
Redistricting Plan for City Council wards, and the Redistricting Plan shall thereupon be
delivered to the appropriate authorities as required by state law on or before November 15, 2022.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE
ISLAND DOES RESOLVE AS FOLLOWS:
Section 1. The City’s Redistricting Plan, as amended, attached hereto as Exhibit A and
incorporated fully herein, is hereby approved.
Section 2. Severability. If any one or more sections, subsections, or sentences of this
resolution are held to be unconstitutional or invalid, such decision shall not affect the validity of
the remaining portion of this resolution and the same shall remain in full force and effect.
Section 3. This resolution shall take effect and be in force immediately upon its passage.
