RES 2005-32 HURRICANE KATRINA RECOVERY EFFORTSResolution 2005-32 Hurricane Katrina Recovery Efforts September 14, 2005 RESOLUTION NO. 2005-32 A RESOLUTION authorizing City of Bainbridge Island employees to participate (while in a paid status) with the Kitsap County Department of Emergency Management to aid and assist in Hurricane Katrina recovery efforts. WHEREAS, in August 2005, Hurricane Katrina caused extensive devastation in the states along the coast of the Gulf of Mexico; and WHEREAS, the Kitsap County Department of Emergency Management ("DEM") is a part of the involvement of Washington State in the Emergency Management Assistance Compact Program ("EMAC"), a national program in which participating states agree to assist each other in times of emergency and/or disaster; and WHEREAS, the City of Bainbridge Island is part of the DEM Response Team; and WHEREAS, DEM is acting as the mobilization coordination point for all response efforts from Kitsap County and is asking for volunteers who will serve a two-week period to support and assist in the efforts to aid recovery from the devastation of Hurricane Katrina; and WHEREAS, along with other agencies in Kitsap County, the City of Bainbridge Island is being asked to determine the maximum number of City employees who may be allowed to be away at any one time and still maintain the integrity of service to the local community; and WHEREAS, after a screening process, City employees who volunteer for such service will have their applications submitted to DEM for an eligibility review and determination; and WHEREAS, DEM is also asking that the City of Bainbridge Island cover the normal salary and/or wages of any City employee who volunteers, is selected and serves in the recovery efforts through this DEM process; and WHEREAS, it is understood that the Federal Emergency Management Agency (FEMA) will reimburse the City of Bainbridge Island for certain other expenses (travel advances, per diem and overtime (if applicable)) that may be incurred as a result of City employees serving in the recovery efforts; and WHEREAS, the City of Bainbridge Island and its citizens would significantly benefit from the emergency service training and experience City employees will receive by volunteering and serving in Hurricane Katrina recovery efforts; and Pg. 1 of 2 Resolution 2005-32 Hurricane Katrina Recovery Efforts September 14, 2005 WHEREAS, the Mayor and the City Council find that it is in the best interests of the City of Bainbridge Island and its citizens that City employees be able to serve and assist with the Hurricane Katrina recovery efforts in accordance with the above-described process, now, therefore, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, DOES RESOLVE AS FOLLOWS: City of Bainbridge Island employees are hereby authorized to participate (while in a paid status) with the Kitsap County Department of Emergency Management to aid and assist with Hurricane Katrina recovery efforts.
