RESOLUTION NO. 2005-36
A RESOLUTION providing that the City shall review and revise Bainbridge Island road
connectivity standards to alleviate citizen concerns about preserving
neighborhood character and safety, and lessening the impact of cut -
through traffic in neighborhoods, while maintaining a high level of
safety.
WHEREAS, the City of Bainbridge Island adopted by reference in Ordinance No. 97-23 certain
road design and construction standards, including road connectivity standards; and
WHEREAS, additionally and through Ordinance No. 2004-14, the City adopted Appendix D to
the International Fire Code which contains emergency vehicle access road connectivity standards; and
WHEREAS, the Transportation Element of the City's 2004 Comprehensive Plan has a number of
goals and policies, including "Goal 3: Neighborhoods" which provides that consideration shall be given
"to the special needs of neighborhood safety, pedestrian and bicycle facilities, transit use and facilities,
and traffic flow in the development of transportation improvements that affect neighborhoods"; and
WHEREAS, section TR 3.1 of Goal 3 of said Transportation Element addresses "Neighborhood
cut -through traffic," and states: "Protect residential neighborhoods from the impacts of cut -through motor
vehicle traffic by providing appropriate connecting routes and impact -minimizing design features for new
developments and applying appropriate traffic -calming measures to control vehicle volumes while
maintaining emergency vehicle response times"; and
WHEREAS, section TR 3.3 of Goal 3 of said Transportation Element discusses "Neighborhood
circulation" and states: "Develop a circulation and access management plan for neighborhoods and
Neighborhood Service Centers so that as properties develop, connectivity and circulation are maintained,
cut -through vehicle traffic is discouraged, and appropriate speeds are encouraged, while maintaining
access and response times for emergency vehicles; and
WHEREAS, section "TR 4.1 Road development guidelines" of "Goal 4: Operations and
Mobility" of said Transportation Element provides: "Construct, modify, and maintain roads to: 1) meet
safety needs, 2) provide for transit, pedestrian travel, and bicycling, 3) correct LOS deficiencies, 4)
improve connectivity and emergency response times, and 5) meet Comprehensive Plan goals, including
Goal 1 and supporting policies that address community character"; and
WHEREAS, section "TR 4.2 Street design guidelines" of said Transportation Element states: Set
street design guidelines that use universal design principles; establish street widths; reflect the desired
vehicle speeds; accommodate bicycle, pedestrian, and transit uses; and provide for emergency vehicle
access while also considering community character"; and

WHEREAS, citizens of Bainbridge Island desire that the City review and revise its road
connectivity standards as soon as possible to alleviate their concerns about preserving neighborhood
character and safety, and lessening the impact of cut -through traffic; and
WHEREAS, citizens of Bainbridge Island have expressed that the road connectivity standards
for the area outside of the Winslow area should be different than the road connectivity standards for the
Winslow area; and
WHEREAS, the City Council finds that it is in the best interest of the City of Bainbridge Island
to consider review and revision of the City's road connectivity standards to
alleviate concerns about preserving neighborhood character ", and lessening the impact of cut -
through traffic in neighborhoods, while maintaining a high level of safety, now, therefore,
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON,
DOES RESOLVE AS FOLLOWS:

character any, and lessening the impact of cut -through traffic in neighborhoods, while maintaining
a high level of safety.
2. That public participation and input from all interested parties shall be encouraged and
considered in said review and revision process.
3. That the City shall give appropriate consideration to the goals stated in the City of
Bainbridge Island's 2004 Comprehensive Plan, including the Transportation Element, when reviewing
and considering possible revisions to Bainbridge Island road connectivity standards.
4. The City shall consult with the Bainbridge Island Fire Department and consider all public
safety impacts before making any revisions to the City's fire codes related to connectivity.
5. That the City shall review the adopted Appendix D to the International Fire Code which
contains Emergency Vehicle Access Road Connectivity Standards in Ordinance No. 2004-14.
