ORD 2005-25 SALARY COMMISSION ORDINANCE NO. 2005-25 AN ORDINANCE of the City of Bainbridge Island, Washington, relating to Chapter 2.74, "Salary Commission," of the Bainbridge Island Municipal Code. WHEREAS, the process of establishing salaries for elected officials should be open, transparent, and accountable to the electorate, and; WHEREAS, the City recognizes the need for adequate and fair compensation for its elected officials, and; WHEREAS, the City recognizes the resources of time and energy required of elected officials to perform the duties of their office, and: WHEREAS City believes that the demands required of elected officials in achieving its Mission, the Vision of the Comprehensive Plan, and managing it's growth in a thoughtful, foresighted, balanced manner make it unique among cities of it's size, and; WHEREAS City desires to attract a diverse pool of aspirants to public office; ~ therefore THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, W ASHTNGTON, DO ORDAIN AS FOLLOWS: Section 1. follows: '"2.74.010 Created - Membership, appointment, compensation, term. A. There is created a salary commission for the city. The commission shall consist of seven members, to be appointed by the Mayor with the approval of the city council. 1. One member will be selected bv each of the following organizations: The Bainbridge Island Chamber of Commerce and the Bainbridge Island Arts & Humanities Council. Section 2.74.010 of the Bainbridge Island Municipal Code is amended as 2. Two members will be selected by the city council from among the current and the still seated former chairs of the Planning Commission. Health. Housing & Human Services Council. Bainbridge Island Parks & Recreation District Commission. Bainbridge Island Fire Commission. and the Civil Service Commission. 3. One member will be selected from among former Mayors and former Cit y Council members. 4. Two members appointed by the Mayor from Bainbridge Island's citizenry at large. - 1 - B. The existing staggered terms shall be tilled as they expire as set fmih in Section A in the order listed. C. No member of the commission shall be appointed to more than two temlS. D. A member of the commission shall not be an officer, official, or employee of the city or an immediate family member of an officer, official, or employee of the city. For purposes of this section, "immediate family member" means the parents, spouse, siblings, children, or dependent relatives of an officer, official, or employee of the city, whether or not living in the household of the officer, official, or employee." Section 2. follows: '"2.74.020 Vacancies. The Commission will operate in accordance with the following guidelines. I. The nature and appropriateness of elected officials' compensation should be addressed in a broad sense. and shall include how such compensation is related to the concept of public service. '"l Comparisons should be made to other similar boards, executives. and commissions with regard to duties. responsibilities and the number of hours. meetings. and forgone career commitments required to Derform the iob. 3. As aDPropriate. surveys of other boards. councils. and commissions should be considered in making recommendations. 4. The Commission will hold at least one public hearing to allow citizens at large to have an oPPOliunity to provide, information and comments about elected officials' compensation. 5. Meetings will be open to the public. lJnless otherwise indicated. the discussions will be limited to Commission members and specificallv invited guests. Minutes of each meeting will be taken and kept. 6. The Commission will prepare its report and recommendations within 7 days of the conclusion of its deliberations." Section 5. Section 2.74.051 is hereby added as a new section to Chapter 2.74 of the Bainbridge Island Municipal Code to read as follows: "'2.74.051 Council Consideration. A. The City Council shall have at least one public hearing prior to adopting changes in the salaries of elected officials. " Section 6. If any section, subsection, paragraph, sentence, clause or phrase of this ordinance is declared invalid or unconstitutional for any reason, such decision shall not affect the validity of the remaining portions of this ordinance. - 3 - Section 7. This ordinance shall take effect and be In force five days after its passage, approval and publication as provided by law.
