RES 2005-44 WINSLOW TOMORROW ACKNOWLEDGING SUCCESS OF PLANNING EFFORTSRESOLUTION NO. 2005-44 A RESOLUTION OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, ACKNOWLEDGING THE SUCCESS OF THE WINSLOW TOMORROW PLANNING EFFORT, AND ESTABLISHING FUTURE IMPLEMENTATION ACTIONS. WHEREAS, the City adopted a Comprehensive Plan on September 1, 1994, which has subsequently been amended; and WHEREAS, the Comprehensive Plan identifies Winslow as the Island's center for culture and commerce; and WHEREAS, in accordance with Policy W 1.7 of the Comprehensive Plan the City undertook the development of a master plan for Winslow; and adopted Ordinance 98-11 on May 21, 1998 to amend the City's Comprehensive Plan to incorporate recommendations in the Winslow Master Plan; and WHEREAS, in recognition of the community's desire to refine the vision of the Winslow Master Plan and proactively plan for change in downtown Winslow including the reconstruction of Winslow Way street and utilities, the City initiated the Winslow Tomorrow planning process in the summer of 2004; and WHEREAS, Winslow Tomorrow was designed as a unique citizen -driven urban design initiative, in which the City partnered with the community to develop a downtown urban design plan to guide future growth, maximize the efficiency of infrastructure, capitalize on community assets, express the community's heritage, and integrate streetscape and utility improvements with natural systems; and WHEREAS, essential to the success of Winslow Tomorrow were the efforts of the Community Congress, a diverse group of citizen volunteers who worked tirelessly to explore issues and envision the future, and WHEREAS, the Community Congress hosted numerous community meetings throughout the planning process, in order to ensure that the broader Island community was informed and engaged in Winslow Tomorrow; and WHEREAS, on November 16, 2005, the Winslow Tomorrow Community Congress presented its final report and recommendations to the Mayor, City Council, Planning Commission and the community at large; now therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, AS FOLLOWS: Section 1. The Mayor, City Council and Planning Commission of the City of Bainbridge Island gratefully acknowledge that the success of the fourteen -month Winslow Tomorrow project can be attributed to over 300 citizens giving their time, interest, expertise and commitment, and their willingness to listen, learn and collaborate on a community plan. Section 2. The City Council will adopt in principle the recommendations received tonight: as a conceptual work plan for sustaining downtown as the community center of commerce and culture Section 3. The City Council recognizes that in considering the 2006 budget and six year CIP proposal, it has the opportunity to continue the momentum of the Winslow Tomorrow and can expect a detailed work plan identifying specific policies, programs, and projects that will progress over the coming years. Section 4. In January 2006, the City Council will conduct two work sessions to review the circulation and parking recommendations from Charlier Associates and the economic analysis coordinated by Chuck DePew, and will work with staff to initiate policy development on specific ordinance changes required to implement Winslow Tomorrow.
