RES 2002-38 MUNICIPAL CODE REVISIONSCITY OF BAINBRIDGE ISLAND
RESOLUTION NO. 2002-38
A RESOLUTION OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON
RELATING TO BAINBRIDGE ISLAND MUNICIPAL CODE REVISIONS AND
ESTABLISHING GOALS THAT REFLECT THE CITY COUNCIL'S INTENT
TO CREATE A INTERNALLY CONSISTENT CODE.
WHEREAS, the City Council is authorized to modify its municipal code in
accordance to Washington State Laws; and
WHEREAS, the City Council acknowledges the current code contains portions
shat \�,crc adopted after incorporation in 1947 when the city population was less than
3,100 persons and the city area was less than three square miles, and that portions of the
current code were combined from Kitsap County and City of Winslow codes, and that
portions of the current code were adopted after annexing the remainder of the island in
1991; and
WHEREAS, the City Council acknowledges inconsistencies and ambiguities
exist in the current code; and
WHEREAS, the City Council acknowledges that fixing the inconsistencies and
ambiguities will require a system -wide effort including all City departments and
divisions; and
WHEREAS, it is a 2003 goal of the City Council to begin Municipal Code
revisions to make the codes more internally consistent and clear; and
WHEREAS, a staff member is assigned the task of developing code revisions;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
BAINBRIDGE ISLAND DOES RESOLVE AS FOLLOWS
Section 1. The following shall be goals of the code revision project:
a. Make the code internally consistent — all titles, all sections.
i. Identify and eliminate conflicts within the code.
ii. Identify and eliminate ambiguities where appropriate within the code.
iii. Correct no -longer -accurate and all out-of-date items.

b. Delete unnecessary duplications.
i. Create single definitions where more than one exist (e.g. person).
ii. Create single references when more than one exist (e.g. code
enforcement).
c. Make it easier to understand for staff and the public.
i . Create adequate process descriptions.
ii. Create adequate submittal requirement descriptions.
i.ii. Organize in a manner in which information can be found easily.
d. Create a code that is a collaborative effort of staff and public.
