RES 2001-62 SPEED LIMIT ON FORT WARD HILL ROADRESOLUTION 2001-62 A RESOLUTION of the City of Bainbridge Island, Washington, approving a speed limit change to 25 MPH on Fort Ward Hill Road from Belfair Drive to South Beach Road. WHEREAS, Public Works has received several requests in the past few years from citizens in general and at Southend Ward meetings to reduce the speed limit along Fort Ward Hill Road; and WHEREAS, The Fort Ward Action Plan advocates traffic calming measures and%or signage to reduce automobile speeds within the Fort Ward area; and WHEREAS, The City Engineer has evaluated the existing speed limit on Fort Ward Hill Road, between Parkview Drive and South Beach Road in accordance with the standards outlined in the Manual on Uniform Traffic Control Devices (MUTCD); and WHEREAS, The current roadway is maintained in the same configuration since its original constriction and posted with a 30 MPH speed limit; and WHEREAS, The existing lots along Fort Ward Hill Road, south of Parkview Drive, have nearly all been developed into detached, single family residences with driveway configurations that require backing into the roadway to exit the lot; and WHEREAS, The recent residential development has increased the number of pedestrians and the frequency that pedestrians are present along the roadway area; and WHEREAS, There are no plans for widening or otherwise upgrading this roadway in the current Capital Facilities Plan; and WHEREAS, The current use and designation of this road is a "collector" due to the amount of car and truck traffic, size of the area served by the road, and the very limited alternative access routes to the Fort Ward and South Beach areas. However, the narrow lanes with dubs (and no shoulders) and the recent residential development create a basic look, feel and driving characteristics that are more typical of a narrow, urban, residential street; and WHEREAS, South Beach Road and Toe Jam Hill Road are also designated as Collectors and are posted for 25 MPH. Together with Fort Ward Hill Road they forn7 a loop that serves the area south of Country Club Road; and NOW, THEREFORE, the City Council of the City of Bainbridge Island, Washington, does resolve and direct as follows: H: Cioy Exchange\Resolutions\2001 RESOLUTIONS\2001- 62 Fort Ward Hill_Road_Speed Limit Change.doc Page 1 of 2 Section 1. In accordance with the Washington Model Traffic Ordinance, Chapter 308-300 adopted by BIMC 10.04.010, the City Engineer requests that the City Council approve the decrease of the speed lirnit, (from 30 MPH to 25 MPH) of Fort Ward Hill Road just north of the Fort Ward Hill/Belfair Drive/Park Entrance intersection. Section 2. Upon passage of this resolution, Public Works will install 25 MPH speed limit. signs in accordance with the MUTCD. PASSED by the City Council this 28`x' day of November 2001.
