RESOLUTION NO. 2023-09
A RESOLUTION of the City Council of Bainbridge Island,
Washington, in support of the Electric Bicycle Incentive
Kickoff for the Environment Act, also known as the E-Bike
Act; a bill in the US House of Representatives (HR 1685) and
US Senate (S 881).
WHEREAS, on-road vehicle usage is the third highest emitter of greenhouse
gases on Bainbridge Island; and
WHEREAS, the City’s Climate Action Plan calls for the development of policies
that support the usage of electric bikes on the Island; and
WHEREAS, the E-Bike Act will provide income-qualified financial support for
individuals to purchase an electric bike; and
WHEREAS, incentivizing the purchase of an electric bike will make it more
affordable for all, creating a compelling local transportation option to driving a car; and
WHEREAS, replacing cars with electric bikes is a critical part of the larger
solution to climate change and equitable mobility.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
BAINBRIDGE ISLAND DOES RESOLVE AS FOLLOWS:
Section 1. That we call upon our elected representatives in the US Congress to
support the E-Bike Act and to actively work towards its passage.
Section 2. This resolution shall take effect and be in force immediately upon its
passage.
