ORD 2002-09 COMPREHENSIVE PLAN AMENDMENTSORDINANCE 2002-09 AN ORDINANCE of the City of Bainbridge Island, Washington, amending the City of Bainbridge Island Comprehensive Plan Transportation Element policies and Winslow Master Plan policies, and adopting the 2001 Non- Motorized Transportation Plan as a subelement of the Transportation Element. WHEREAS, the City adopted a Comprehensive Plan on September 1, 1994, subsequently amended, which contains a Transportation Element that establishes goals and policies for the provision of transportation facilities; and WHEREAS, policy TR 3.9 of the Transportation Element states: "Develop a bike/pedestrian path access that encourages people to pedal or walk rather than drive. Provide safe and appropriately scaled pedestrian and bicycle access to connect neighborhoods with the nearest Neighborhood Service Center, with Winslow, and recreation areas. (The establishment of these pedestrian-access systems should be coordinated with the Park District's Trail Plan.)"; and WHEREAS, in June 2000, Long Range Planning staff applied for, and received, a Growth Management Act grant from the State Office of Community Development to develop a Non-Motorized Transportation Plan ("the Plan") in collaboration with the Bainbridge Island Parks and Recreation District and the Bainbridge Island School District; and WHEREAS, a Policy Committee and Steering Committee were formed to work with staff and consultants, JDL, Inc. and Cascade Design on the Plan; and WHEREAS, two public meetings were held, each attended by over 100 people who provided input into the development of the Plan; and WHEREAS, the Planning Commission and the City Council forwarded to Phase II the Comprehensive Plan Amendment Request to adopt the Plan as a subelement of the Transportation Element; and WHEREAS, the Notice of Intent to Adopt was sent to the Washington State Office of Community Development on October 2, 2001; and WHEREAS, after Phase II review, the Planning Commission forwarded a recommendation to the City Council to approve the request, as amended. Ordinance 2002-09 (Formerly 2001-42) 08/14/02 Public Hearing Draft WHEREAS, the City Council's Land Use Committee held 15 meetings on the proposed Non-motorized Transportation Plan and conducted an extensive reviw; and WHEREAS, the City Council held two Public Hearings on August 14, 2002 and October 23, 2002 to receive comment on proposped changes to the draft Non-motorized Transportation Plan. Now, therefore THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, DO ORDAIN, as follows: Section 1. The City Council finds that the Comprehensive Plan Amendment is in conformance with the Comprehensive Plan and all applicable state laws in effect at the time of approval. Section 2. The City of Bainbridge Island Comprehensive Plan Transportation Element policy TR 3.9 is amended as follows: TR 3.9 Develop and implement a bike/pedestrian ~*~'v--- ~wwo ...... non-motorized transportation plan that encourages people to pedal or walk rather than drive. Provide safe and appropriately scaled pedestrian and bicycle access to connect neighborhoods with the nearest Neighborhood Service Center, with Winslow, and recreation areas. The City of Bainbridge Island Comprehensive Plan Transportation Element policy TR 3.10 is herby deleted: Section 4. The City of Bainbridge Island Comprehensive Plan Transportation Element policy TR 3.11 is amended as follows: TR 3.11 Ordinance 2002-09 (Formerly 2001-42) 08/14/02 Public Hearing Draft 2 Sidewalks shall be required in Winslow, along designated school routes, in areas where sidewalks have been historically located and where needed for safety reasons, in accordance with the non-motorized transportation plan. Section 5. The Winslow Master Plan, Chapter 4, Open Space and Trails, (page 31) is amended as follows: trails and park facilities. Figure 9 shows existing and proposed pedestrian Section 6. The Winslow Master Plan, Chapter 4, Open Space and Trails, (page 34) is amended as follows: Trails MUTC/High School Road Trails Develop mid-block north/south and east/west trail systems that complement the proposed sidewalk and roadway improvements program. Acquire R.O.W. and/or easements as necessary, and develop the following trails: * Two major north/south connections between Winslow Way and High School Road: the area between SR 305 and Ferncliff to John Nelson Park and a ~ .... ; ....* trail from Waterfront Park adjacent tv the ravine to the High School Road area. Section 7. The Winslow Master Plan, Chapter 4, Open Space and Trails, (page 37) is amended as follows: Figure 10, Area Wide Trail Network, is replaced with new Figure 10 showing area connections from the Non-Motorized Transportation Plan. Section 8. The Winslow Master Plan, Chapter 4, Open Space and Trails, (page 34) is amended as follows: The Ravine Land use policies should be implemented to preserve the Ravine as green space. Section 9. The Winslow Master Plan, Chapter 4, Open Space and Trails, (page 34) is hereby deleted: Section 10. The Winslow Master Plan, Chapter 6, Transportation, (page 66) is amended as follows: Pedestrian and Bicycle Facilities Pedestrian Circulation An extensive pedestrian system of sidewalks and trails v,'ou!d shall be developed in the primary area with key linkages into the secondary study area in accordance with the Master Ordinance 2002-09 (Formerly 2001-42) 08/14/02 Public Hearing Draft Plan and the Non-Motorized Transportation Plan. The pedestrian circulation system should be designed to avoid discontinuity. Bicycle Circulation A basic bicycle circulation system is incorporated into the roadway network to serve both commuters and recreation needs. This system is shown on Figure 9B 2 ! and is !nc!',:~e~ in th ..... ~c,~ ~,~, ~,~,~,~ ~, .... Due to the relatively intense nature of development in Winslow, no separate recreational bike paths are shown. However, recreational bicyclists would be able to use new trails that will be developed in accordance with the Master Plan and the Non-Motorized Transportation Plan. Section 3. The 2002 Non-Motorized Transportation Plan, Attachment A, is hereby adopted as a sub-element of the Transportation Element of the City of Bainbridge Island Comprehensive Plan. Section 4. This ordinance shall take effect and be in force five days from and after its passage, approval and publication as required by law. PASSED by the City Council this 11 th day of December, 2002.
