ORD 2004-24 LID 20 SETTING SEWER SERVICE RATESORDINANCE NO. 2004-24
AN ORDINANCE of the City of Bainbridge Island, Washington,
setting sewer service rates for customers in Local Improvement
District No. 20 (South Island Sewer LID); amending Sections
E.5.c and E.5.d of Ordinance No. 82-20, as subsequently
amended; and repealing those portions of all prior ordinances that
amend Sections E.5.c and E.5.d of Ordinance No. 82-20.
WHEREAS, a structure for establishing water and sewer rates, charges, and fees was
established by Ordinance No. 82-20; and
WHEREAS, most recently, Sections E.5.c and E.5.d of Ordinance 82-20 were
amended by Sections 2 and 3 of Ordinance No. 2003-42; and
WHEREAS, the City has formed Local Improvement District No. 20 (South Island
Sewer LID) to improve four neighborhoods and an elementary school by the construction and
connection of sanitary sewer facilities; and
WHEREAS, when property owners in the South Island Sewer LID connect to the sewer
system, they must pay fair and equitable monthly service charges; now, therefore
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON,
DO ORDAIN AS FOLLOWS:
Section 1. Section E.5.c of Ordinance 82-20 is amended to read as follows:
Sewer
Rates for Customers Served by the City Sewer Treatment Plant:
(i) Users of Both Water and Sewer. Sewer rates for property that
contributes sewage to the City Sewer Treatment plant and that is connected to
the City's water system shall be as follows:
CATEGORY 1 (Single Family)
CATEGORY 2 (Multi-Family)
CATEGORY 3 (Commercial / Public)
CATEGORY 4 (Mixed Use)
CATEGORY 5 (Industrial)
$20.73 per month/unit plus
$3.54 per 100 cu.ft, of water.
$18.15 per month/unit plus
$3.54 per 100 cu.ft, of water.
$60.05 per month/unit plus
$3.54 per 100 cu.ft, of water.
$60.05 per month/unit plus
$3.54 per 100 cu.ft, of water.

(ii) Sewer Users without Water Service. Sewer rates for property that is
located within the City Sewer Treatment Plant area but that is not connected to
the City's water system shall be as follows:
CATEGORY 1 (Single Family)
CATEGORY 3 (Commercial / Public)
$58.16 per month/unit
without meter
$62.83 per ERU
SENIOR FLAT RATE
$29.08 per month
without meter
Section 2. Section E.5.d of Ordinance 82-20 is amended to read as follows:
Sewer Rates for Customers Served by the Kitsap County Sewer District No. 7
Treatment Plant:
Property that contributes sewage to the Kitsap County Sewer District No. 7 Treatment
Plant shall pay a monthly rate equal to 125% of the amount charged to the City by
Sewer District No. 7 per ERU. In 2004, the Sewer District No. 7 monthly rate per
ERU is $35.00, which equates to a City monthly rate of $43.75 per ERU.
Section 3. All portions of prior ordinances that amend Sections E.5.c and E.5.d of
Ordinance No. 82-20 are repealed.

Section 4. This Ordinance shall take effect and be in force five days after its passage,
approval, and publication as required by law and shall apply to utility bills generated after such
effective date.
