RES 2006-18 KNOTWEED HERBICIDESRESOLUTION NO. 2006-18
A RESOLUTION OF THE CITY OF BAINBRIDGE
ISLAND, WASHINGTON AMENDING RESOLUTION
2003-23, TO ADD GLYPHOSPHATE-BASED
HERBICIDES FOR REMOVAL OF KNOTWEED
SPECIES TO THE LIST OF LEAST TOXIC PRODUCTS
AND DEVELOP AN INTERGRATED PEST
MANAGEMENT PLAN FOR THEIR CONTROL.
WHEREAS, Goal CF1.1 of the Comprehensive Plan of the City of Bainbridge
Island states that the City "shall encourage protection, restoration and maintenance of
existing vegetation that has environmental, wildlife habitat and aesthetic qualities,
including tree groves, significant tree stands, forested hillsides, and vegetation associated
with wetlands, stream corridors and riparian areas." and
WHEREAS, Policy 5 of the Community Forestry Management Plan encourages
the City to control and prevent establishment of invasive species that are destructive to
forest health, and
WHEREAS, knotweed species are Class B weeds on the Washington State
Noxious Weed List, and
WHEREAS, several knotweed species have become prevalent along public
rights-of-way and are threatening native species in streams and wetlands; and
WHEREAS, the City Council passed Resolution 2003-23, limiting the use of
pesticides to those listed on a Least Toxic Products list, and
WHEREAS, the use of glyphosate products, injected directly into cut stems of
knotweed is the most effective method known to control knotweed; and
WHEREAS, the Kitsap County Noxious Weed Control Board advises
development of integrated plans for controlling invasive and noxious plants; now
THEREFORE, THE CITY COUNCIL OF BAINBRIDGE ISLAND,
WASHINGTON, DOES RESOLVE AS FOLLOWS:
Resolution 2003-23 shall be amended as follows:
Section l: Establishment of a Least Toxic Products List.
Least toxic products are those that meet the criteria for least toxic pesticide and herbicide and
contain only active ingredients on this list:
A. boric acid and disodium octoborate tetrahydrate

B. acetic acid or citric acid products
C. diatomaceous earth
D. microbe -based insecticides
E. botanical insecticides that that contain only active ingredients found on the EPA 25(b) list
F. biological controls such as parasites and predators
G. corn gluten
H. potassium soaps of fatty acids
I. potassium or sodium bicarbonate
J. iron phosphate
K. sulfur
L. neem
M. horticultural oil
N. glyphosate, only when directly injected into stems of plants for the control of invasive
and noxious weeds and plants.

Section 2: Establishment of a Vegetation Management System for an island -wide
integrated invasive plant and noxious weed control plan.
