RES 2006-39 GROW AVE NO PARKING AREASRESOLUTION NO. 2006-39
A RESOLUTION OF THE CITY OF BAINBRIDGE
ISLAND, WASHINGTON ESTABLISHING NO -
PARKING AREAS ON PORTIONS OF GROW
AVENUE.
WHEREAS, residents of the "lower" section of Grow Avenue (south of Wyatt Way)
have complained to the City of problems associated with commuters and construction vehicles
parking on the road shoulders and blocking driveways, limiting pedestrian access though the area
and forcing pedestrians to walk in the street; and
WHEREAS, residents of the "upper" section of Grow Avenue, (north of Wyatt Way)
have complained to the City of problems associated with high school student parking on the road
shoulders and blocking driveways, creating sight distance problems, eroding ditch slopes,
limiting pedestrian access though the area and forcing pedestrians to walk in the street; and
WHEREAS, after hearing resident complaints on this issue over time, the City Council
at its meeting of June 28, 2006, asked staff to initiate a process to designate No -Parking areas on
Grow Avenue. This item was heard again at the Council meeting of September 13, 2006 and
further discussed at the Public Works and Transportation Committee meeting of September 18,
2006; and
WHEREAS, portions of Grow Avenue were established as No -Parking areas by
Resolution 2002-12 that require modifications to meet this criteria; and
WHEREAS, BIMC 10.04.010 adopted by reference the Washington State Model Traffic
Ordinance set forth in WAC Chapter 308-330; and
WHEREAS, WAC 308-330-270(5) authorizes the City Council, after an engineering and
traffic investigation by the City traffic engineer, to "[p]rohibit, regulate, or limit [by resolution] . .
parking of vehicles on any highway at all times or during such times as shall be indicated by
official traffic control devices", now therefore,
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND,
WASHINGTON DOES HEREBY RESOLVE:
1. That this resolution supersedes Resolution 2002-12 as it applies to No -Parking designations
on Grow Avenue.
2. The east side of Grow Avenue shall be designated as No -Parking.

3. The west side of Grow Avenue shall have parking allowed in areas where the shoulder is
wider than eight feet; these areas will be designated as No -Parking from 6:00 A.M. to 10:00
A.M. M -F; except holidays.
The remainder of the west side of Grow Avenue shall be designated as No -Parking.
