RES 2005-21 EXPRESSING CONFIDENCE IN CITY ADMINISTRATOR'S PERFORMANCERESOLUTION NO. 2005-21 A RESOLUTION of the City of Bainbridge Island expressing confidence In the performance of City Administrator Briggs. WHEREAS, one of the City Administrator's duties is to assure conformance with City policies and procedures, and manage the City's Collective Bargaining Agreements (CBAs) with its employees, and WHEREAS, one of the City Administrator's 2004/5 assignments is to negotiate the City's CBA with the International Association of Machinists and Aerospace Workers No. 160 (IAMAW), which represents many of the City employees, and WHEREAS, the City Administrator and the negotiation team have kept the City Council informed of the status, direction and issues surrounding negotiation of this CBA, seeking guidance at appropriate times in the course of the process, and WHEREAS, the City Council provided the City Administrator with a clear charge for negotiations with the IAMAW, directing her to seek a balance between the interests of the community and the welfare of the employees while ensuring the long-term sustainability of the City's workforce, and WHEREAS, this direction explicitly addressed the need to contain the growing cost of personnel benefits through implementing employee contributions towards any increase in cost of health benefits, and WHEREAS, the City Administrator, City Council and the negotiating team recognize that sharing of health benefit cost increases is a change from past practice, made necessary by the economic realities of the time, and WHEREAS, the City and the IAMAW were not successful in reaching agreement on a new CBA in regular negotiations and went to mediation where a tentative agreement was reached that did not achieve acceptance by the IAMAW membership, and WHEREAS, the City Council wishes to express its confidence in the management team and in City Administrator Briggs, and WHEREAS, the City Council recognizes that the staff, leadership and elected officials of the City of Bainbridge Island have successfully overcome many challenges in the past, and WHEREAS, the City Council recognizes that this is a difficult time for all parties involved, and wishes to assert its confidence that the management team, the negotiating team and the union will move forward to a resolution of this matter in a professional and respectful manner in accordance with City policies, and WHEREAS, the City Council appreciates the skills, dedication and cooperative attitude that both staff and management bring to the teamwork required for effective City government and trusts that negotiations for an agreement can be concluded in an atmosphere of good faith, good will and understanding. NOW, THEREFORE, be it resolved by the City Council of the City of Bainbridge Island, Washington, that: Section 1. The City Council fully supports City Administrator Briggs' approach, leadership, communication and performance in the execution of her duties as the City Administrator. Section 2. The City Council fully supports City Administrator Briggs in the continuing negotiation of the City's Collective Bargaining Agreement with the International Association of Machinists and Aerospace Workers No. 160, seeking to provide a balance between the interests of the community and the welfare of the employees while providing for the long-term sustainability of our workforce.
