RES 2000-35 OPPOSITION TO INITIATIVE 745RESOLUTION NO. 2000-35 A RESOLUTION of the City of Bainbridge Island, Washington, declaring opposition to Initiative 745 to be voted on in the Washington State general election of November 7, 2000. WHEREAS, I-745 mandates that 90 percent of public transportation dollars in Washington State be spent on "road construction and road maintenance" and defines "transportation funds" as "government funds spent on transportation purposes, including, but not limited to, the transportation fund, the highway fund, public transit and ferry operating accounts and reserves, local government transportation accounts, public transportation authorities, (and) transportation benefit districts", thus weakening the ability of cities to make transportation choices fit local needs and conform to local Comprehensive Plans; and WHEREAS, I-745 would remove operating funds from the Washington State Ferries upon which Bainbridge Island depends for connection to Seattle, leaving the system which is already severely under -funded by lowering the motor vehicle tax, without sufficient funds to operate; and WHEREAS, I-745 would divert 90 percent of the sales tax revenue now dedicated to local transit systems further crippling Kitsap Transit's ability to provide transit services to Kitsap County and Bainbridge Island; NOW, THEREFORE, be it resolved by the City Council of the City of Bainbridge Island, that the City Council hereby opposes Initiative 745, and urges voters throughout the City to vote against the initiative.
