RES 2001-20 EAGLE HARBOR/WYCKOFF SUPERFUND SITE VEGETATION BUFFERRESOLUTION NO. 2001 — 20 A RESOLUTION of the City of Bainbridge Island, Washington, relating to the United States Environmental Protection Agency's proposed vegetation buffer along the beach mitigation plan for the Eagle Harbor/Wyckoff Superfund Site. WHEREAS, in February 2000, the Environmental Protection Agency adopted a Record of Decision for the Eagle Harbor/Wyckoff Superfund Site; WHEREAS, the Environmental Protection Agency has constructed a beach as part of a Mitigation Plan for Aquatic Habitat Loss for the Eagle Harbor/Wyckoff Superfund Site; WHEREAS, the Environmental Protection Agency has requested comments on a proposed vegetation buffer along 2,500 feet of shoreline, including the Habitat Beach created through the Mitigation Plan for Aquatic Habitat Loss for the Eagle I arbor/Wyckoff Superfund Site; now therefore THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, DOES RESOLVE AS FOLLOWS: Section 1. The City of Bainbridge Island supports the idea of creating a native vegetation buffer along the 2,500 feet length of interconnected beach habitat to separate the habitat from future upland development, restore the natural shoreline habitat, providing for wildlife and provide additional buffering area for filtering of upland stormwater runoff. The native vegetation buffer should limit human activities in some areas, while providing for beach and water access as well as view corridors in appropriate areas of the buffer. Section 2. The City supports a buffer, 200 feet in width, as measured from the ordinary high water mark (OHWM). The 100 feet adjacent to the OHWM should limit human activities except City approved water -dependent uses, be planted with appropriate natuve vegetation and provide appropriate access points for both pedestrian and water crafts while maintaining scenic views from the site. The remaining 100 feet should provide the same access and uses, and also allow recreational activities and related strictures, such as benches, trail and public water -related recreational structures. Section 3. The City supports a native vegetation buffer as part of the EPA Mitigation Plan for Aquatic Habitat Loss for the Eagle Harbor/Wyckoff Superfund Site.
