RES 2002-31 T'CHOOKWAP PARK PLAN (ACCEPTING PLAN AND IMPLEMENTING)RESOLUTION 2002-3 A resolution accepting the plan dated May 2002 for T'Chookwap Park and authorizing the Ba' bridge Island Parks and Recreation District to impleme it. WHEREAS, City quitclaimed it's interest in a roa end on Spargur Loop Road NE to the Seattle Yacht Club in December 1991, and: WHEREAS, Seattle Yacht Club provided $150,000 to the City to partially fund the purchase of vacant property on Spargur Loop Road NE (tax lot number 342602-4-045 2003) from Ms. Priscilla Cohen in (1992?) for the purpose o acquiring property as a city park, and: WHEREAS, the City purchased property from Ms. Cohen for approximately $300,000 and named it T'Chookwap Park, and: WHEREAS The City transferred the responsibility for operation and maintenance of the property to the Bainbridge Island Parks and Recreation District in exchange for the use of the property, and: WHEREAS, A committee appointed by Mayor S Granato, consisting of nine citizens, after numerous public meetings, developed a physical plan for T'Chookwap Park in 1992 -1993, and: WHEREAS, That plan included a picnic shelter, shoreline access via steps, parking for two vehicles and other minor amenities, and: WHEREAS, That plan was protested by some local Ommunity residents, and: WHEREAS, A second committee was appointed y Mayor Dwight Sutton in March, 2001, and: WHEREAS, The second committee 'consisted of he City Administrator, City Councilmember Liz Murray, a Bainbridge Island Par s and Recreation District representative, a Seattle Yacht Club representative, a nei borhood resident, and two citizens from other areas of the island who held public meeti gs, and: WHEREAS, The original plan was generally reaffirmed with minor changes (including relocation of the table, but retained two parking pots) to better accommodate the resident concerns, IITOLOITRANSFER\City Exchange\Resolutions12002 Resolutions1200 - 3 1—T'Chookwap—Park Clean.doc — Pg. 1 of 2 Revised October 9, 2002 WHEREAS, The Bainbridge Island Parks and Recrimation District has requested that the City affirm it's commitment for implementation cf this plan by passage of a resolution, now, therefore Be it resolved by the City Council of the City of Bainbridge Island, Washington: 1. That the City Council accepts the plan -for T'Chookvvap Park dated May 2002 as developed by the citizens committee. 2. That the Bainbridge Island Parks and Recreation District is authorized to implement the plan. 3. City Administration will work cooperatively with the Seattle Yacht Club and residents of Spargur Loop Road to resolve parking issues. PASSED by the City Council this 9th �day of October, 2002.
