RES 2003-56 ARTS MASTER PLAN SUPPORTRESOLUTION 2003-56 A RESOLUTION OF THE CITY OF BAINBIDGE ISLAND, WASHINGTON, SUPPORTING THE ARTS MASTER PLAN WHEREAS, the Cultural Element of the Comprehensive Plan and the Winslow Master Plan reflect the desire of the community and the City Council to make public art an essential and integrated element of all capital improvement projects; and WHEREAS, the actions of the City of Bainbridge Island must be guided by the Comprehensive Plan, "develop a long-range comprehensive plan for the City's One Percent for Public Art," CE 10.1 "advocate for the inclusion of quality public art in projects built by both private developers and public agencies," CE 10.2, "place artists on City capital improvement project design teams," CE 3.1 "advocate for inclusion of artist on planning teams of publicly funded projects." CE 3.2; and WHEREAS, the Public Art Program's purpose, is to "further the inclusion of art in public places in the city in order to better enhance the spirit and sensibilities of its citizens." BIMC 3.80.10; and WHEREAS, the Arts Master Plan is the result of numerous and extensive public meetings, and embraces input from local businesses, community members, the City Council, the Mayor, the Bainbridge Island Arts & Humanities Council, and the Public Art Committee; and WHEREAS, a clear collective vision was created by this creative and inclusive process that represents the diverse Island community interests that are committed to public art; and WHEREAS, substantial efforts are underway to redesign the downtown core of Bainbridge Island; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND DOES RESOLVE AS FOLLOWS; Section 1. The City Council resolves to support the implementation of the Arts Master Plan. Section 2. The City of Bainbridge Island Department of Community Development and Department of Public Works shall provide the Public Art Committee with ample notification of all City projects in their early planning stage, thus enabling better coordination and more efficient use of time and availability of funding. Section 3. The Public Arts Committee shall work with the City Council Community Relations Committee to develop an open public process in accordance with the Public Art Guidelines for selection of public art works under the Arts Master Plan. Section 4. Public art works shall be integrated into the City of Bainbridge Island urban landscape as defined in the Arts Master Plan, by considering their inclusion in all projects that have public spaces; sidewalks, parks, plantings, streetscapes, etc. Section 5. The Mayor and the City Council shall recommend that the Washington State Ferry System place an artist on the design team in the conceptual stages for the new State Ferry Terminal proposed for Winslow. This important document supports the mission of the Public Art Program and demonstrates the Public Art Committee's commitment to the community. The Arts Master Plan offers specific ideas for public art in portions of Winslow Way and broader opportunities for the Winslow area and Island gateways. The City of Bainbridge Island One Percent for Public Art Program has been an active part of Island life since 1989, before the City was even incorporated. Public art works grace many settings throughout the Island, including City Hall, the Bainbridge Library, the Nakata Memorial Pool, and along Winslow Way and High School Road. The program is administered by the City's designated agency, the Bainbridge Island Arts and Humanities Council, and is overseen by a committee of dedicated volunteers — the Public Art Committee. The Public Art Program's purpose, from City Council Ordinance 96.23, is to' ... further the inclusion of art ... to better enhance the spirit and sensibilities of its citizens'. Its mandate, supported by I % of City -financed above ground construction projects, is broad and inspired. The Committee's mission is woven into the Cultural Element of the Comprehensive Plan and includes: • Policy 1. Develop a long-range comprehensive plan for the City's One Percent for Public Art Program. • Policy 2 Use artistic, historic, and cultural events as vehicles for sharing the Island's uniqueness with residents and visitors. • Policy 2.2 Promote downtown Winslow as a cultural hub and gathering place for resident and as a destination for visitors on foot. The Arts Master Plan directly relates to these goals of the Cultural Element. It is the result of dozens of public meetings, the Mayor -appointed Gateway Committee, City Council meetings, business community input, the Mayor, the Bainbridge Island Arts and Humanities Council, and its Public Art Committee. Collectively, a clear vision and approach was honed that represents the diverse Island interests committed to public art. We are grateful to the two nationally -known artists, Seattle's Buster Simpson and Maggie Smith, an Island resident, who have worked so diligently to craft a vision for art in the heart of our community. Their plan is based upon a process that asked and divined the accumulative qualities that define Bainbridge Island, the philosophical armature of place (trees, built elements, history, etc.), and the ongoing physical evolution of the Island. These queries created a framework for public art that envisions and promotes a resonant and vibrant community. The Bainbridge Island Arts and Humanities Council and Public Art Committee have made a commitment to be vigilant with this Plan — to advance its ideas and work towards its implementation. Winslow, now Bainbridge, is at a crucial juncture in defining itself. Is it to retain its self-reliant island sensibility, or is it to evolve into an extension of somewhere else—a bedroom community that debarking motorists rush through on their way to another destination? What is an island community? Is it sustainable, resourceful, a place where the collective and the individual commingle? Are these notions now merely sentimental, or are they worthy of reviving as core values? The art plan must first define the philosophical armature of this place. Once that is determined, the answers to design questions will be revealed. How are trees selected? How are the trees planted? The selection of materials, the sources of materials and the manner in which gateway and public art projects are built all have an integral role in developing a place. Resourcefulness and sustainability as a cost- effective aesthetic is a real "feature" rather than an invented one. The process of the evolution of a village is dynamic, ever- changing. Any plan needs to understand and accommodate these changes. The focus of the Master Plan will be on the journey onto the island, arrivals and departures, first impressions, differences, grace and relief from the mundane. Sustainability, scale, intimacy, self- reliance with a community orientation: this is the philosophy we are attempting to embody in the various parts of this plan. Artists are instrumental in bringing meaning to places. This plan identifies opportunities on Bainbridge Island for making use of their gifts. This plan is an important document that supports the mission of the Public Art Program and demonstrates the Public Art Committee's commitment to the community. In addition to its commitment, the plan provides an opportunity to encourage incorporating art into public projects. The Arts Master Plan is supported by the Cultural Element of the Comprehensive Plan and the Bainbridge Island Municipal Code. RECOMMENDED ACTION City Council approves Resolution 2003-56 in support of the Arts Master Plan.
