RES 2004-23 LAND USE APPLICATION & APPROVAL FEESRESOLUTION NO 2004-23 A RESOLUTION of the City of Bainbridge Island, Washington, relating to fees for certain land use applications and approvals; amending the City's Fee Schedule. WHEREAS, the City has established by resolution fees for land use applications and approvals, as stated in the City's Fee Schedule; and WHEREAS, the Planning Department has reviewed the fees charged by the City for land use applications and recommended that the City's Fee Schedule be revised, and the Finance Committee has recommended that the Fee Schedule be revised as stated in this Resolution; and WHEREAS, RCW 82.02.020 authorizes the collection of reasonable fees to cover the costs to the City of processing applications, inspecting and reviewing plans, and preparing detailed statements required by SEPA; now, therefore BE IT RESOLVED BY THE CITY COUNCIL, as follows: Section 1. The Planning Review of Building Permits subpart of Section 9 of the City of Bainbridge Island Fee Schedule is amended as follows: PLANNING AND ENGINEERING REVIEWS OF BUILDING PERMITS For buildinil hermits that have had no prior planning or zoning review, 20% of the UBC Building Permit Fee to cover engineering reviews for drainage analysis, and planning review for conformance to code standards, except that the fee shall be 10% of the UBC Building Permit Fee for such review for accessory dwelling units). Section 10 of the City of Bainbridge Island Fee Schedule is repealed. Section 3. The Short Plats (Short Subdivision) subpart of Section 9 of the City of Bainbridge Island Fee Schedule is amended as follows: SHORT PLAT (SHORT SUBDIVISION) (Resolution No. 2003-42. Also required is payment of School Impact Fees) $6,120.00 Plus $1,080.00 per- lot Two to Four Lots $5,720.00 Five to Nine Lots $7,200.00 Res 2004-23, Amending Fee Schedule (Land Use Application & Approval Fees) -1- Section 4. The Shoreline Permits subpart of Section 9 of the City of Bainbridge Island Fee Schedule is amended as follows: SHORELINE PERMITS: Shoreline Exemption without SEPA $1,090. 540.00 Shoreline Exemption with SEPA $1,800.00 Shoreline Substantial Development Permit $7,560.0",480.00 Shoreline Substantial Development Permit for Enlargement of Existing Structure $4,320.00 Shoreline Conditional Use Permit $7,560.00 Shoreline Conditional Use Permit for Enlargement of Existing Structure $5,040 Shoreline Variance Administrative $5,400.00 Full process (Hearing Examiner) $9,720.00 7,560.00 Fish & wildlife habitat restoration & enhancement projects within the jurisdiction of the City's Shoreline Management Master Program and meeting the criteria in WAC 173-27- 040(2)(p) shall not be charged fees by the City for pre -application meetings, permit applications, or other review and authorization processes; provided, that this subsection shall not apply to fees for the appeal of City decisions.
